In First Days as Premier, David Eby Makes Two Major Housing Announcements

After only being sworn in as Premier last Friday, David Eby has already made two significant announcements that will increase the provincial government’s ability to influence the rate of housing development at the municipal level.
On Monday, he announced legislation to set housing targets for municipalities with the introduction of the housing supply act, with the intention to increase housing supply and speed up development. The legislation includes three key elements:
- Working with municipalities with the greatest housing needs to set targets to deliver more homes faster;
- Removing strata rental restrictions to turn empty units into homes for people; and
- Ending most age restrictions for stratas so young people and families have options for homes (55+ age restrictions remain).
If passed the housing supply act is scheduled to be brought into force in mid-2023. Establishing housing targets for municipalities has been a CHBA BC priority and the announcement sets out actionable next steps for addressing the province's housing supply issues. In addition, reporting on municipal housing review and approval processes is a key recommendation of the CHBA BC-Altus Group Municipal Housing Supply and Benchmarking Study and we look forward to working with the province on this, and other components, of the housing supply act.

Premier Eby Announces New, Standalone Housing Ministry

In his second housing announcement of the week, Premier Eby shared the news at the BC Non-Profit Association’s Housing Central Conference that a new, standalone housing ministry will be established to address the province's housing crisis. The minister of housing will be named when Premier Eby reveals his cabinet on December 7, 2022.
CHBA BC applauds this change and believes housing, separated into its own ministry, will help focus government attention and resources towards B.C.'s severe housing issues. We will continue to monitor the details of this new ministry and the extent of its role in overseeing the implementation of the housing supply act and streamlining provincial development review and approval processes.

CHBA BC will be hosting an information session on the proposed changes to the National Model Codes intended for 2025, presented by the Building and Safety Standards Branch (BSSB).

Federal Government Announces $250 Million Oil to Heat Pump Incentive

A $250-million grant program will soon be available to Canadians aimed at helping them stop heating their homes with oil and switch to electric heat pumps, the federal government announced Monday.
The Oil to Heat Pump Affordability Grant will provide up to $5,000 for low- and middle-income homeowners. The grant is intended to cover costs such as the installation of heat pumps, the electrical upgrades required for the new equipment and the removal of oil tanks.
Eligible homeowners will be able to combine the new grant with existing federal and provincial programs that assist with home heating.

Collaboration Builds Kelowna High Performance, Net Zero Home

A unique project in Kelowna is demonstrating the energy-saving potential of a high-performance Net Zero home.
Two homes were built side by side, one is called the Home of Today, which was built to regular specifications and codes while the other, called the Home of Tomorrow was built using advanced materials and systems that make it an energy-efficient home.
The project was initiated in 2016 and is a collaboration between the University of British Columbia Okanagan, Okanagan College, the Wilden Group, AuthenTech Homes and FortisBC.
The homes have now been occupied for three years and the results show the Home of Tomorrow used 67 per cent less energy and had 99.6 per cent fewer carbon emissions than its neighbouring Home of Today.

Land Prices Stay High Despite Drop in Housing Market

Although the residential housing market has been in decline this year due to high interest rates, prices for residential land have remained high and have even increased.
According to Altus Group, residential land was the primary investment in Metro Vancouver during the first half of 2022 with $2.94 billion in dollar volume, representing 52 per cent of all land transactions. A first-half example includes a 0.6-acre site in the Metrotown area of Burnaby, zoned for high-density residential, that sold June 22 for $21.8 million.
The Western Investor highlights some land sale examples from the third quarter of this year, including Metro Vancouver and Vancouver Island transactions.
