Thank you, Friend. You are helping DPA build the world we deserve, despite the obstacles placed in our way.

Together, we did a lot in 2022:

We fought to treat drug use as a health issue, not a criminal problem:

• Advanced efforts to decriminalize simple drug possession in Colorado, Maine, Massachusetts, Michigan, New Jersey, New York, Vermont, and Washington. And we helped allied groups do the same in more than a dozen other states.

• Fought for the faithful implementation of Oregon's Meassure 110, with great results. Drug possession arrests have dropped by the thousands. Health, harm reduction, and housing services have expanded. Tens of thousands of people have been helped.

• Expanded #DecrimPovertyDC, our campaign to end criminalization, clear criminal records, and create 24/7 harm reduction centers and other addiction services in Washington, DC.

• Built political pressure that led to President Biden pardoning people convicted of federal marijuana possession. He also ordered a review of marijuana’s drug scheduling classification. This is a small but critical first step from the White House.

We promoted marijuana justice for our communities:

• Secured the passage of the MORE Act in the House. And we worked on its companion bill, the Cannabis Administration and Opportunity Act. It is the first-ever bill in the Senate to repeal prohibition.

• Ended New York City’s reign as the marijuana arrest capital of the world. Since our legalization bill passed, annual arrests dropped. They peaked at more than 50,000 ten years ago. Last year there were just a couple hundred. And we made sure the legal industry benefits the communities most harmed when it was illegal.

• Through our political arm, Drug Policy Action, passed Prop A in Austin, TX. Prop A decriminalizes marijuana possession and bans no-knock raids. Voters in five more Texas cities passed initiatives to decriminalize marijuana in the midterms. These are big wins in a state that lags behind on reform and suffers from brutal drug war enforcement.

We stood up for policies that save lives and strengthen families:

• Played a key role in establishing two overdose prevention centers in New York City – a first in the United States. They have already reversed hundreds of overdoses. They show the country that a more compassionate and effective approach is possible.

• Stopped most employers in California from drug testing for marijuana consumed outside of work, advancing economic justice.

• Influenced the White House’s harm reduction proposals in the 2022 National Drug Control Strategy. We also increased federal funding for services for people struggling with drug use.

• Enacted the Alternative Plea Act in California to protect people facing drug charges from an array of punishments, including deportation.

• Advanced federal policy to repeal the cruel ban on people with felony drug convictions from vital SNAP and TANF benefits.

We will keep moving forward in 2023 and beyond. We won’t stop until we achieve our vision for health, equity, and justice. From all of us at DPA, thank you for being a part of this movement. We are grateful to have you alongside us in this fight.
