Governor Asa Hutchinson Announces Intent to Grant Executive Clemency
LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 8 pardons, one restoration of firearm rights only, and two commutations. An additional 43 clemency requests were denied and four had no action taken upon them. These include requests from both inmates and non-inmates.
The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.
Governor Hutchinson intends to grant pardons to the following people:
Peter A. Anderson (Fort Smith): Possession of Methamphetamine (C Felony) and Possession of Drug Paraphernalia (C Felony)(CR 2003-837(a).
This notice is issued based on the dates of conviction (2003 – Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.
John C. Bloxom (Heber Springs): Aggravated Assault on a Family Member (D Felony) (CR 2002-020).
This notice is issued based on the date of conviction (2002 – Ouachita County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.
Floyd R. Brown (Jellico, TN): Delivery of Controlled Substance, 2 counts (Y Felony) (CR 91-2592) and Possession of Controlled Substance with Intent (Y Felony) (CR 91-2944).
This notice is issued based on the date of conviction (1992 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.
Isaac J. Farmer (Fort Smith): Possession of Drug Paraphernalia (C Felony) (CR 95-588).
This notice is issued based on the date of conviction (1996 – Pope County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application.
Adam Little (Traskwood): Battery 3rd Degree (Misdemeanor) (CR-08-5666).

Jerry L. McKee (Mena): Possession of a Controlled Substance with Intent to Deliver (D Felony) (CR-91-63).
This notice is issued based on the date of conviction (1991 – Polk County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.
Ricky Nipps (Pocahontas): Possession of Methamphetamine with Intent to Deliver (Y Felony) (CR 2004-142), and Possession of Marijuana with Intent to Deliver (C Felony), and Possession of Drug Paraphernalia with Intent to Use (C Felony) (CR 2004-143).
This notice is issued based on the date of conviction (2004 – Randolph County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.
Melissa Browning Smith (White Hall): Possession of Drug Paraphernalia (C Felony)(CR 98-135).
This notice is issued based on the date of conviction (1998 – Cross County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application.

Stacey L. Richardson (Lake City): Possession of a Controlled Substance-Methamphetamine (C Felony)(CR 2002-20).
This notice is issued based on the date of convictions (2003 – Craighead County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Sheriff of Craighead County has signed the Recommendation of the Chief Law Enforcement Officer as required by law. There are no law enforcement objections to the application.
Governor Hutchinson intends to grant a commutation of sentence to the following people:
Stephen R. Harrison (ADC #655360): Manufacturing Methamphetamine (Y Felony) (2011-514), Poss of Drug Paraphernalia w/Intent to Mfg. Meth (B Felony) (2011-514), Possession of a Controlled Substance (C Felony) (2011-514), Possession of a Controlled Substance Sched l,ll Meth Cocaine < 2g (D Felony) (2012-1539), Poss Drug Paraphernalia Meth Cocaine (D Felony) (2012-1539), and Failure To Appear (C Felony) (2012-1539).
The governor has given notice of his intent to commute the sentence of Stephen R. Harrison, who was convicted in Benton County in 2012 for the above offenses, from a total of 240 months to serve in the Department of Correction followed by 180 months SIS to making him immediately parole eligible. The Prosecuting Attorney has raised objections to applicant's request.
Trozzie L. Turner (ADC #143021): Possession of a Controlled Substance with Intent to Deliver Cocaine (Y Felony), Possession of a Controlled Substance with Intent to Deliver Methamphetamine (Y Felony), and Maintaining a Drug Premises (D Felony) (2006-79) (Jury Trial).
The governor has given notice of his intent to commute the sentence of Trozzie L. Turner, who was convicted in Columbia County in 2008 for the above offenses, from a total of 1032 months to serve in the Arkansas Department of Correction to making him parole eligible on January 3, 2021. The Sheriff has raised objections to applicant's request.
