Using a unique data set from the Texas Department of
Criminal Justice and medical examiner records, the authors analyzed mortality patterns of the population incarcerated in Texas state prison facilities before and during the first year of the COVID-19 pandemic. The authors determined that during the first year of the pandemic, mortality rates for Black and Hispanic people in Texas prisons were 1.61 and 2.12 times higher, respectively, than for White people.
