A CLOSER LOOK-Risk Adjustment

On Tuesday, a three-judge panel of the Tenth Circuit Court of Appeals
upheld the methodology adopted by the Department of Health and Human
Services to administer its risk-adjustment program under the Affordable
Care Act (ACA). In an April 2017 study, Paul Jacobs and colleagues found
that, combined with a reinsurance program, the risk-adjustment approach
improved financial outcomes for individual market insurers
with the
highest claims in early years of the law's implementation.
