[[link removed]]“We must undo the damage done by the Bolsonaro administration. He has explicitly dismantled law enforcement by changing regulation, by making it harder for farmers to be prosecuted, and by doing mass cancellation of fines.... He has also been deeply cutting budgets. The budget that Lula is going to be receiving is the lowest since 2014.” -Raoni Rajão, Latin American Program fellow.

US Policy on Lebanon: A Conversation Among Ambassadors Finland’s Contributions to NATO: Strengthening the Alliance’s Nordic and Arctic Fronts
“Lebanon has been in extreme descent built on decades of poor governance, economic mismanagement, and rampant corruption,” said Assistant Secretary for Near Eastern Affairs, Ambassador Barbara Leaf in her opening remarks. Former Ambassadors James Jeffrey and David Hale join Leaf to discuss economic and political turmoil in Lebanon, turmoil that has accelerated with the COVID-19 pandemic, the 2020 Beirut port blast, and war in Ukraine. Together, they offer a path for policymakers. “There are three key areas where Finland could make significant contributions to the Alliance. First, on resilience: Finland’s conscription-based reserves total 900,000 with a wartime strength of 280,000... Second, as a technologically advanced nation, Finland hosts various industrial-grade IT capabilities, including 5G telecommunication and cyber security... Third, Finland is a net addition to NATO’s defensive capabilities.” Read more from Robin Forsberg, Aku Kähkönen & Jason C. Moyer of the Global Europe Program.

Putin’s “Popular Monarchism” Leads Russia into Ruin In the Months Since Russia’s Brutal Invasion of Ukraine, Its Trade with China Has Surged
“The Soviets, and eventually President Putin, sought to capitalize on this convenient political culture. The result was a system in which all the hardships in the life of the average Russian, from serfdom and famine to economic disaster and political strife, were blamed not on the current head of state—whether that was a czar, general secretary, or a president—but on local officials: boyars, commissars, and oligarchs.” -Raneil Jordan Smith and De'Vonte Armond Tinsley in the Russia File. “According to Chinese customs data, its bilateral trade with Moscow grew 31 percent in the first eight months of 2022. In July, China imported $10 billion worth of goods from Russia, an increase of 49.3 percent from July 2021.” Find out why Ambassador Mark Green is calling out this “stubborn fact” in his latest blog.

“COP27 will not be the long-awaited summit of big agreements between powerful nations to once and for all assume responsibility for carbon neutrality in the shortest time possible.
