BC Construction Industry Opposes Changes to WorkSafeBC

Last week, the BC government announced the introduction of Bill 41, which they say is intended to provide better support for workers injured on the job through changes to the Workers Compensation Act.
Unfortunately, Bill 41 is yet another change in the legislative, regulatory, and policy measures introduced by the government, and the costs are mounting for B.C. businesses.
In just four years, WorkSafeBC (WSBC) claims costs have skyrocketed by 90 percent or $1.5 billion, and an additional $136 million in administrative costs have been added. This increase is despite overall injuries having declined by 2.5 percent over the last decade. Bill 41 adds more costs to the system, though the government needs to be more precise about the total cost impacts of the changes. We estimate the cost of Bill 41 is over $800 million. These changes put WSBC on a very concerning financial trajectory.
The construction sector maintains that the workers' compensation system is not broken. On the contrary, WSBC is an example for other jurisdictions as an effective, stable, employer-funded workplace protection and insurance agency. Over 90 percent of workers surveyed who have interacted with WSBC consistently report that their claims decisions were fair. These high satisfaction rates and declines in overall injuries are due to the efforts of employees and employers working together. The residential construction industry continues to prioritize health and safety in all we do.
CHBA BC is adding our voice to many others in the construction industry to amplify our disappointment with these new amendments to the Workers Compensation Act and have sent a letter to Minister of Labour, Harry Bains to further consult the business community on this issue and strongly urge the Government of B.C. to reconsider its effort to pass Bill 41.

Member Alert: Scam Targeting Builders and Renovators

One of our members has alerted us to long-term scam attempt they recently experienced.
The member received a call from a potential customer looking for a project quote which involved some subsequent conversation. In follow-up communication, the “customer” indicated they are now sick in the hospital and requested the member front a moving company’s invoice on their behalf.
While in this case the builder saw through this scam, we wanted to ensure our membership was aware and ask you to be wary of any suspicious phone calls with a similar approach.
If you do receive similar calls please alert us here at CHBA BC so we can provide a warning to the membership at-large.

Coats for Kids Campaign Provides a Warmer Winter and Brighter Holiday Season

HAVAN’s 27th annual Coats for Kids campaign, in support of the Lower Mainland and Surrey Christmas Bureaus will be opening doors to collect coats and toys through to December 8.

CHBA HMI Shows Rising Interest Rates Leading to Fewer Housing Starts

The Q3 results from the latest CHBA Housing Market Index (HMI), which is a leading indicator of the current and future health of the residential construction industry in Canada, show a steep decline in builder confidence.
Both the single-family (43.4) and multi-family (35.9) HMI indicators have again reached record lows due to higher interest rates. This is translating directly into a decline in housing supply – only 45% of builders think they’ll have as many housing starts this year as they did in 2021. Traffic in sales centres is down dramatically, and buyers are delaying purchasing because of higher interest rates.
As a result, 55% of builders are building fewer units and 24% are cancelling projects altogether. These unsettling results are supporting CHBA’s advocacy in its communications with the Bank of Canada, the Minister of Finance, CMCH, OSFI, members of parliament and others as we seek an end to interest rate hikes and countermeasures from the government to support homebuyers and the residential construction industry given the high-interest rate environment.
