The White House on Thursday looked to set the record straight on the state
of the U.S. economy and said the U.S. is not in a recession.

"We are not in a recession. I want to be really, really clear on that,"
White House chief of staff Ron Klain said in an MSNBC morning interview.

Klain pointed to the U.S. labor market, which remains at a 53-year
historical low, and said the Biden administration has "created more jobs in

For many years, it has been my contention that elections are won and lost
based on the question voters think they are asking and answering when they
go into the voting booth. In 2022, that will remain the case. However,
for the first time in my career in politics, the question being asked will
be different for voters in each party.

In the past, the basic topics receiving focus and attention were the same
for Republicans and Democrats. The differences were in what each party
thought should be done about them. Not in 2022. Instead, and the data is
overwhelming, what concerns Democrats versus what concerns Republicans is
vastly different in nature. The real question is where the 7-12 percent of
voters who are truly up for grabs come down—not so much on what they want
done, but rather what they feel is more important be prioritized. [2]Read

In the closing week of the campaign, Democrats are struggling to find an
effective economic message. One of the concepts they have been promoting is
that the Biden Administration rescued the economy. Transportation Secretary
[3]Pete Buttigieg said on Face the Nation that "if we hadn't rescued the
economy through the American Rescue Plan, we would not have had the 10
million jobs that were created under this president." In the latest survey
for Winning the Issues (October 17-19), we tested this idea and found that
by 2:1, voters did not believe that the Biden Administration rescued the
economy through the American Rescue Plan passed last year (27-54 believe-do
not believe.)

Republicans are bullish that this could be the year of the "security mom" -
the moment when women who abandoned the GOP during Donald Trump's
presidency gravitate back toward Republican nominees who are speaking to
their worries about the economic and physical security of their families.

But Democrats hope the tide will turn back in their favor in this final
election week if undecided female voters - particularly those just
beginning to research their candidates - conclude that the Republican Party
has no substantive plans to address the bite of inflation and that the
party's stance on abortion is too extreme following the Supreme Court's
overturning of Roe v. Wade.

Neither side can predict the outcome on November 8, but strategists from
both parties are laser-focused on winning over those female swing voters
who could once again be the determining factor in deciding control of the

In a [6]Wednesday Washington Post article entitled "Biden's closing
argument: Republicans would trash the economy," the article stated, "Amid
voter anxiety, Democrats are warning that the GOP would gut Medicare and
Social Security, shut down the governmental send the economy into a
tailspin." This may sound familiar to those who went through the 2010
election. In the closing weeks of the 2010 election cycle, President Obama
argued that Republican policies had put the "economic car" in a ditch and
that he had spent the last two years getting it out. Now wasn't the time to
give the keys back "to the folks who got us in the ditch in the first
place."
