For years, Norma Thornton <[link removed]>—a 78-year-old grandmother and former restaurant operator—has shared homecooked meals with those down on their luck at a local park in Bullhead City, Arizona.

Until one afternoon this spring. Just as she finished serving, authorities arrested her and charged her with a crime. In Bullhead City, it is illegal to share food in a park “for charitable purposes.”
