A To-Do List for the California Legislature

To help state lawmakers, PRI has just released our “California To-Do List” ([link removed]) – a state level version of the “Congress To-Do Lists” ([link removed]) we previously released on health care, energy, and education. The ideas in our to-do list are culled from our recent book Saving California edited by Steven Greenhut.

The reforms, put forward by 10 of California’s leading free-market voices, are actional, market-based reforms that have the potential to gain bipartisan support and address the top issues of Californians.

CEQA’s main problem is legal obstacles too easily can hamstring new developments for years. Gov. Gavin Newsom did sign into law three reform bills in September 2021. One was Senate Bill 10 ([link removed]) , by state Sen. Scott Weiner, D-San Francisco. It allowed increased density by permitting more “up-zoning” through simpler CEQA requirements. Well and good. But what’s needed is more comprehensive reforms that get at the heart of the obstructions used by labor unions, environmental groups and even competing construction companies.

The 'Nuclear Option' to Get Rid of Cars

There are some things in California that never change. It’s almost always sunny in the southern part of the state, and there’s no reason to expect a cease-fire in the war on cars. Senate Bill 922, just signed into law by the governor, grants exemptions from the California Environmental Quality Act for “transit, bicycle and pedestrian projects,” according to the Senate floor analysis, and “​​will extend the sunset of” previous CEQA exemptions, “ensuring that sustainable transportation projects are not unnecessarily delayed.”

The fundamental cause of urban decay is the dilution of popular representation ([link removed]) . Urban residents are not in charge of their own cities. Local councils and boards of supervisors have so few elected officials representing so many citizens that residents have little chance to meet – let alone influence – their representative. Because of that imbalance, special interest groups – public employee unions, developers, etc. – have all the power.
