*Medicare Open Enrollment*



We have now entered the Medicare Open Enrollment period, which runs from
October 15 – December 7. During this enrollment period, people with
Medicare can change their health plan or prescription drug plan. For
example, if you are currently enrolled in a Medicare Advantage Plan and you
want to switch to Original Medicare, or you want to switch from one
prescription drug plan to another, this is the time to do so.

*COVID-19 Updates*



In New York City, COVID-19 case rates are stable, while hospitalization,
and fatality rates continue to gradually decrease. This status reflects a
recent uptick in Coronavirus cases on Staten Island. It is possible that
cases will also start to increase in other parts of NYC in the coming
weeks, due to new variants circulating in New York, waning immunity, New
Yorkers spending more time indoors, and fewer people wearing masks.



At this time, there is not just one, but several new variants circulating
in the U.S., including in NYS: BQ.1, BQ.1.1, BA.4.6, and BF.7. There is
also potential for the XBB variant to reach the U.S. These variants are
being closely monitored to determine the severity of illness they may
cause, as well as their ability to evade immunity. For more information

To have maximum protection against severe illness from the Coronavirus, it
is essential for children and adults to stay up to date with their COVID-19
vaccinations. *Now that children age 5 years + and adults are eligible for
the updated Bivalent vaccine, I urge you and any children to get the
COVID-19 Bivalent vaccination as soon as you are eligible. *To find vaccine
sites administering the Moderna and Pfizer Bivalent vaccinations to adults
and children, please speak with your health care provider, your child’s
Pediatrician, or use the NYC Vaccine Finder <[link removed]>
online search tool or call the NYC vaccine scheduling hotline at

Finally, another COVID-19 prevention tool is improving ventilation and air

*Monkeypox (MPV) Updates*



The NYC Health Department is now referring to Monkeypox as MPV, as the
previous name is inaccurate and stigmatizing. As of October 16, 3,683 cases
of MPV were confirmed in New York City. The number of new cases per day has
significantly decreased, thanks to increased availability of the JYNNEOS
vaccine, awareness-raising initiatives, and New Yorkers following safe
measures. The NYC Health Department continues to urge New Yorkers to
consult with their health care provider if they are experiencing possible
symptoms of MPV, and to get the JYNNEOS vaccine if they are eligible.

*Poliovirus Updates*



Wastewater analysis continues to detect the spread of poliovirus in New
York City. *If you or your child have not received all four doses, it is
very important to get the remaining doses at this time.* To get the IPV
immunization, please contact your or your child's primary care provider. It
is also possible for children age 2 months+ and adults to get the polio
vaccine at certain CVS Minute Clinics. Please make sure to confirm the CVS
Minute Clinic accepts your health insurance.



· To schedule an appointment online, go to the following CVS web page
to look up locations where the polio vaccine is available and to schedule

· If you do not have access to the internet, you can call the CVS
Minute Clinics helpline at 1-866-389-2727 to schedule an appointment. The
helpline is not solely dedicated to scheduling appointments. *In order to
reach a live representative, please follow these steps:*

1) Follow the prompts to listen to information in the language of your
choice (simply hold for English);

2) When you are prompted to indicate whether you are calling about the
COVID-19 vaccine, indicate “no”;

3) When you are prompted to say what you are calling about, say "making
an appointment";

4) An automated message will instruct you to use the website to schedule
an appointment (do not hang up), and you will be asked if you want to
receive a text with a link to the website - indicate "no";

5) You will then be prompted to indicate if you are done with the phone
call, if you want to return to the former menu of options, or if you want
to speak with a representative - follow the prompts to speak with a
representative.

· *Heat Season Rules: *The City Housing Maintenance Code and State
Multiple Dwelling Law require building owners to provide heat and hot water
to all tenants. Building owners are required to provide hot water 365 days
a year at a constant minimum temperature of 120 degrees Fahrenheit.



Between October 1st and May 31st, a period designated as “Heat Season,”
building owners are also required to provide tenants with heat under the
following conditions:

• Between the hours of 6AM and 10PM if the outside temperature
falls below 55 degrees, the inside temperature is required to be at least
68 degrees Fahrenheit.

• Between the hours of 10PM and 6AM the inside temperature is
required to be at least 62 degrees Fahrenheit. Note that there is no longer
any outside temperature requirement for night hours



Tenants who are cold in their apartments should first attempt to notify the
building owner, managing agent or superintendent. If heat is not restored,
the tenant should call the City’s Citizen Service Center at 311. For the
hearing-impaired, the TTY number is (212) 504-4115. The Center is open 24
hours a day, seven days a week.



· *NYC Department of Buildings (DOB) *hosts *Buildings After Hours*,
their in-person information session with DOB staff every Tuesday from 4 – 7
pm in each local DOB borough office. (Manhattan’s DOB office is at 280
Broadway, 4th Floor). More details are available here:

*MTA/Transportation*



· *Escalator Replacement at Lexington/53rd Street Station: *From Oct.
14 through June 2023, 3 Av escalators to the E and M platform will be taken
out of service to be replaced. During this time, customers can utilize the
four escalators that will be in service located at the Lexington Av end of
the platform, or via two stairwells. Two platform to mezzanine stairwells
will also be available for customers. The stairwell located on the
Lexington Av side of the platform will be operational in both directions 24
hours a day, 7 days a week. The stairwell located on the 3 Av side will be
open only on weekdays and will operate in peak direction only. The 3 Av
stairwell will be closed after 10:00 p.m. and all day on the weekends.
Customers are encouraged to utilize the Lexington Av end of the platform. 3
Av Single Direction Stairwell Operational Hours:

Weekday (6:00 a.m. – 2:00 p.m.): Exit only

Weekday (2:00 p.m. – 10:00 p.m.): Entry only

Weekends: Closed

Two of the Lexington Av side escalators are expected to be replaced in 2023
upon reopening of the 3 Av side escalators.



· *NYC Ferry Discount Program Information:* The NYC Ferry Discount
Program permits eligible individuals to purchase a reduced fare One-Way
Ticket for the NYCF. Ferry Discount Program eligible riders include:

• Senior citizens, aged 65 and older;

• Persons with disabilities; and

• Current participants in the Fair Fares NYC program.

Authority.: *Team TLC NYC

an affiliate group of Grannies Respond/Abuelas Responden, is a grassroots
organization committed to providing basic needs and support to asylum
seekers and immigrants. They have been leading the effort to greet migrants
who are arriving in NYC by bus (some at Port Authority and some at the
Megabus stop at W. 34th St), and they need volunteers every day of the
week. In addition to providing a warm welcome, volunteers help migrants
make their way to shelters, connect with family or friends, and secure bus
tickets if they want to travel elsewhere. Volunteers also provide food,
clothing, and toiletries to help meet folks' immediate needs. Volunteers
who speak Spanish are especially needed, but folks who don't can be

· *Child Support “Pay it Off” Program: *From 10/17 – 10/31, the NYC
Dept. of Special Services, the Human Resources Administration, Office of
Child Support Services (OCSS) is sponsoring “Pay It Off
<[link removed]>”
to allow noncustodial parents to pay off their child support debt twice as
fast. OCSS will double the debt reduction when a payment of at least $500
is made toward DSS arrears (up to the amount owed). For those with a

*Resources for Older Adults & Caregivers*

· *Social Security Announces 8.7 Percent Benefit Increase for
2023: *Social
Security and Supplemental Security Income (SSI) benefits for approximately
70 million Americans will increase 8.7 percent in 2023, the Social Security
Administration announced today. On average, Social Security benefits will
increase by more than $140 per month starting in January. The 8.7 percent
cost-of-living adjustment (COLA) will begin with benefits payable to more
than 65 million Social Security beneficiaries in January 2023. Increased
payments to more than 7 million SSI beneficiaries will begin on December
30, 2022. (Note: some people receive both Social Security and SSI
benefits). The Social Security Act ties the annual COLA to the increase in
the Consumer Price Index as determined by the Department of Labor’s Bureau
of Labor Statistics. Some other adjustments that take effect in January of
each year are based on the increase in average wages. Based on that
increase, the maximum amount of earnings subject to the Social Security tax
(taxable maximum) will increase to $160,200 from $147,000.

Social Security and SSI beneficiaries are normally notified by mail
starting in early December about their new benefit amount. The fastest way
to find out their new benefit amount is to access their personal *my* Social
Security account to view the COLA notice online. People may create or
access their *my* Social Security account online at www.ssa.gov/myaccount.

eligibility requirements for various grants currently available for small

· *Halloween Howl Dog Costume Contest: *On Sunday October 23rd the
Carl Schurz Park Conservancy presents the Halloween Howl Dog Costume
Contest at Carl Schurz Park. Registration is from 11AM-1PM and the event
will run from 1PM-3PM. This annual dog costume event shows off over a
hundred creatively costumed pups and owners, strutting their stuff before
fashion industry judges! Prizes will be awarded in the following
categories: Small Dog, Large Dog, Kids & Dogs, and Group Costume (minimum 3
dogs/people combined).



· *Live Music Saturdays at Aycock: *On Saturday October 29th from 1 –
4 pm, Gene Casey and the Lone Sharks will be performing at 60th Street and
the East River Esplanade on the Waterfront as part of the Saturdays at
Aycock series sponsored by the Friends of the East River Esplanade. Free
