Every day, the news reinforces how everyone has a stake in the rule of law. With allies like you, we are making important progress to identify and counter troubling trends. Please see some highlights of our work from the third quarter of 2022 below.

The 2022 World Justice Forum’s Outcome Report is now available on our website. The report highlights the collaboration of more than 1,200 attendees from 116 countries who came together to pursue solutions to the world’s most pressing rule of law problems. It also features the Forum’s final statement, which outlines the path forward for the rule of law movement.

On U.S. Constitution Day last month, WJP Executive Director Elizabeth Andersen warned that the "extraordinary achievement" of the Framers should not be taken for granted. In an opinion piece published in The Hill, Andersen explained how the U.S. system of checks and balances—once the envy of the world—is under increased stress, as reflected in the WJP Rule of Law Index.

With support from the Open Society Foundations, WJP is collaborating with the City of Oaxaca to create an investigative police unit that will be responsible for gathering reliable evidence that prosecutors can use to support their cases. (You can watch our video to learn more.) The new unit is a major innovation in Mexico, because most local police departments have no role in responding to complaints, interviewing victims, or gathering evidence.

On August 16, WJP Senior Crime Researcher Lilian Chapa met with Mexico’s Minister of Foreign Affairs, where she had the opportunity to brief him directly about the challenge of building police investigative capacity under the current legal system. The meeting was significant because the Ministry has the lead role in formulating technical assistance programs to strengthen police institutions under the U.S.-Mexico Bicentennial Framework for Security, Public Health, and Safe Communities.

Governments and world leaders continue to turn to the WJP Rule of Law Index to assess their country's progress. At the opening session of the U.N. General Assembly, the prime minister of Georgia cited his country's Index rankings, and the president of Moldova discussed the Index at the recent Democracy Delivers conference.

Also in recent weeks, representatives from South Korea's Anti-Corruption and Civil Rights Commission and officials from the Democratic Republic of Congo’s Ministry of Finance met with WJP staffers to talk about how they can use their country’s Index data to inform policy decisions.

To catalyze the use of the 2021-2022 Mexico State Rule of Law Index data and findings by decision makers, WJP has embarked upon a series of state-level presentations with high-level decision makers including governors, cabinet members, and state supreme courts' judges. During the events in Querétaro and Sonora, WJP signed MOUs with their respective governments to enhance cooperation to advance the rule of law in these states. So far, 18 of the 32 states in Mexico have make use of the Index data to inform their respective long-term and mid-term development plans.

Don’t forget that the global launch of the 2022 WJP Rule of Law Index is coming up on October 26 at 10 a.m. EDT. (That's 10 a.m. in Washington, DC / 11 a.m. in São Paulo / 3 p.m. in London / 4 p.m. in Johannesburg / 7:30 p.m. in New Delhi / 10 p.m. in Singapore.)
