John, the Civil Rights Act clearly prohibits disenfranchising voters for minor errors that are not "material" to determining whether the voter is qualified to vote.
But yesterday, the far-right majority on the U.S. Supreme Court decided a date written on the outside envelope of a ballot and other minor errors like it are grounds to disenfranchise eligible voters.
That makes this already concerning headline even worse:

The PA GOP is exploiting their legislative majority to stop any progress on commonsense mail voting laws — all so they can spread misinformation and seize on the gray areas as an excuse to disenfranchise the Commonwealth’s voters.
And remember, attacks against mail voting disproportionately disenfranchise young voters and voters of color, who are significantly more likely to have their legitimate, on-time mail-in ballots rejected.
It’s the very issue the provision of the Civil Rights Act we mentioned was enacted to avoid.
