A Community-Driven Anti-Racist Vision for SNAP 

Our public policies far too often scrutinize individuals experiencing poverty rather than identifying the systemic barriers, causes, and solutions for ending it. Written in partnership with CLASP’s Community Partnership Group, this report recommends changes that move the SNAP program in an anti-racist direction. By rejecting racist assumptions and so-called political limitations, we can envision a program that truly centers the needs of all people with low incomes.

Child Tax Credit: Key Findings from July 2022 National Survey 
The latest national survey has shown that parents faced increased difficulty paying for food and monthly bills now that monthly Child Tax Credit (CTC) payments have ended. These topline findings demonstrate to lawmakers the importance of extending a fully refundable, expanded CTC. Additionally, a separate survey of parents in Puerto Rico found high awareness of the CTC amid changing eligibility rules and confirmed that parents are largely spending their refunds on necessities.

Historic 2021 Decline in Child Poverty Proves Effectiveness of Federal Investments 
The U.S. Census Bureau’s 2021 poverty and health insurance coverage data demonstrates how government action in response to the pandemic stabilized households, uplifted millions of people from poverty, and brought uninsurance rates to historic lows. These data reinforce the urgency of permanently filling the gaps in existing programs and expanding public investment to address unmet areas of need to promote economic security and strengthen our economy overall.

On September 28, the White House convened anti-poverty advocates for the first federal conference on hunger, nutrition, and health in 50 years. President Biden opened the conference by pledging to end hunger in America by 2030. Every member of CLASP’s Community Partnership Group (CPG) was invited to attend, thanks in large part to their consistent message that people with direct lived experience should be involved in the policymaking process and their constructive critiques of the conference’s guiding five pillars. We are proud to share that their webinar reimagining the pillars had 162 attendees!  


CLASP has been busy submitting comments in response to various proposed rules and requests for information, including comments on the Affordable Care Act’s protections against discrimination under section 1557, the Office of Science and Technology Policy’s RFI on Community Data Partnerships, and the National Academy of Science’s Review of Federal Policies that Contribute to Racial and Ethnic Health Inequities.


The IWS team is excited to announce that Elizabeth Lower-Basch, our director, will be CLASP’s new deputy executive director for policy. Our team knows that Elizabeth will excel in this role. She brings over 16 years of institutional knowledge, a compassionate leadership style, and unparalleled expertise on the nation’s various systems of support for people with low incomes–including anti-immigrant and racist restrictions. Elizabeth started at CLASP as a senior policy analyst before founding the income and work supports team. She has developed our team over the past decade to provide a unique cross-cutting perspective on public benefit programs. For the IWS team, Elizabeth has been a supervisor who treats us all as leaders. Though we will deeply miss her leadership, please join us in congratulating Elizabeth on her new role!
