Dear Friend, Telegram readers all know I have been very critical of Joe Biden’s intentional decision to stifle Made-in-America oil and gas production and make us dependent on our foreign adversaries. Well, now it looks like his decision is going to cost us even more than it already has – both at the pump and on the international stage. As a recap, on day one, President Biden signaled to the world that America would no longer be energy independent by canceling the Keystone XL pipeline, which could be supplying 830,000 thousand barrels per day of oil from Canada to U.S. refineries. He also then halted new oil and gas leases on federal lands and waters and later canceled key oil and gas lease sales in the Gulf of Mexico and Alaska.
Yet when energy prices started to skyrocket, he blamed them on everyone, but himself.
Scrambling to lower gas prices this summer, you might remember that Joe Biden jetted off to Saudi Arabia, whom he previously vowed to make a “pariah” state, in a shameful attempt to beg them to increase their oil and gas production. Apparently, the fist bump didn’t work. This week, the Organization of the Petroleum Exporting Countries (OPEC+) – which is chaired by Saudi Arabia – announced their plans to cut production by 2 million barrels a day. To be clear, none of this would matter if Joe Biden had not made America energy dependent on foreign nations, but he refuses to unleash what is right under our feet. Instead, he keeps depleting our Strategic Petroleum Reserve, which is meant for national security emergencies, to their lowest level since 1984, and just this week, it was reported that his administration is looking to cut a deal with socialist Venezuelan tyrants, despite the fact that Venezuela’s oil operations are amongst the most environmentally damaging in the world. It’s time for Joe Biden to stop choosing authoritarian oil over American oil. The United States produces the cleanest oil and gas in the world. The Biden administration must unleash our domestic energy production, approve the over 4,000 applications for permits to drill that they are sitting on, and allow American innovation to lead the way. Otherwise, all-time high gas prices and soaring home heating costs may be right around the corner – just in time for the cold, winter months.
I hope you enjoy this week’s version of the Tiffany Telegram, and I hope you have the opportunity to get out and enjoy the beautiful fall weather this weekend. Thanks for spending your Friday afternoons with us.
Sincerely,
Tom Tiffany Member of Congress
President Biden has depleted the U.S. Strategic Petroleum Reserves at a record pace – draining it to its lowest level since 1984 in less than a year.
Honoring 9/11 victims
In 2015, Congress created the U.S. Victims of State Sponsored Terrorism Fund (USVSST); however as created, the fund wrongfully excluded some widows and children of 9/11 victims from receiving proper compensation. That’s why last week, I voted for H.R. 8987, the Fairness for 9/11 Families Act, to correct this grave error by authorizing lump sum catch-up payments for 9/11 victims, spouses, and their dependents who were previously excluded. By taking unused Paycheck Protection Program funds, family members and loved ones across the United States, including here in Wisconsin, will be rightfully compensated should this legislation also pass the Senate. We will never forget the horrific terrorist attacks on 9/11, and this legislation sends a clear message that Americans will always honor the courage and legacy of those we lost on that grave September day. Race-based disaster relief?
During the past two years, the Biden administration has become well known for their race-based preferential treatment programs and initiatives. From a USDA debt relief program for farmers based solely on the color of their skin to prioritizing lifesaving medical care during the pandemic for patients based on their race rather than health condition, they have sought to divide Americans based on the color of their skin. As I’ve said before, if we are serious about putting an end to discrimination the first step is for the government to stop doing the discriminating. That’s why earlier this session I introduced two bills, the ACRE Act and MEDS Act, to prohibit the Biden administration from intentionally discriminating against or granting preference to any person based on the color of their skin. Unfortunately, it looks as if they may be back at it again. Last week, after the deadliest hurricane in almost 20 years hit the US, Vice President Kamala Harris set off a wave of panic amongst survivors by suggesting that disaster relief for those impacted would be prioritized based on the color of their skin. While the Biden administration’s comments came as no surprise, it’s disappointing that they sought to further divide Americans in their time of need rather than being a voice of reassurance for everyone impacted by the disaster.
Beware of scammers following in Hurricane Ian’s wake
Speaking of Hurricane Ian, scenes of destruction and devastation across Florida have been flooding the airwaves pushing donations for hurricane relief, but Northeast Wisconsin’s Better Business Bureau (BBB) director suggests using your head before opening your wallet. Natural disasters often have a way of bringing out the worst in some people looking to cash in on the generosity of others, and reports of scammers trying to use the disaster down south to target donors have already begun. While you should always be cautious of where you donate, pay close attention if you've been approached by phone, email, text, or social media. While the name of a charity may sound familiar, scammers often copy the names of legitimate charities only tweaking them slightly to confuse people. Luckily, the BBB already put together a list of legitimate charities addressing hurricane disaster relief along with tips from the Federal Trade Commission (FTC) on how to spot and avoid becoming a victim of fraud. If you spot or become a victim of a scam, you can report it to the FTC by clicking here to use their online reporting tool.
Happy National 4-H Week
This week is National 4-H Week, and I want to thank all our 4-H leaders for their dedication to creating a space for students to get involved in the community and learn about the generational values of our agricultural industry. Wisconsin’s agriculture is extremely unique, and it is so important that we protect and preserve family-owned farms for generations to come. It’s great to see that over 24,000 students from Wisconsin are involved in 4-H, and I wish each of them a Happy National 4-H Week.
Happy National 4-H Week to all the 7th District’s current and past 4-H members!
Recent Legislation
Reducing red tape
I recently helped introduce two pieces of very important legislation to help slash Washington’s bureaucratic red tape. The Protecting Access for Hunters and Anglers Act, which was introduced alongside 35 other members of Congress, would stop the Biden administration from restricting access for sportsmen and women to use traditional lead ammunition and fishing tackle on federal lands and waters. Specifically, it would prevent the administration from banning lead ammo and tackle on federal property, unless the regulation is also consistent with state law and is supported by the best available science. If anyone knows about conservation and the importance of protecting our nation’s environment, it’s the sportsmen and women who hunt and fish, and it’s important we make sure the government is not making it harder for them to enjoy our public lands. I also helped introduce is the Protect Farmers From the SEC Act, which prohibits the SEC from requiring Scope 3 reporting of indirect emissions from upstream and downstream activities on farms. Not only is this proposed rule complex and unnecessary, but it would also add another burden to farms all across America. Farmers should not have to add something like this to the long list of things they must deal with and dedicate resources to, and I am glad to join over 100 members of Congress in hopefully overturning this harmful proposed rule.
District Update
Firm of the Year
We must recognize the hardworking individuals who invest in the lives of our future and current generations, which is why I want to congratulate PreventionGenetics for being named the Firm of the Year by the Marshfield Area Chamber of Commerce & Industry. PreventionGenetics continues to work tirelessly to develop cutting-edge and lifesaving technologies that allow doctors to test for rare diseases and predict early diagnoses for life-threatening diseases and cancers through genetic testing. I want to thank PreventionGenetics for their dedication to the Marshfield community not only in the medical field but also in their acts of community service and involvement in various non-profit organizations. This recognition is well deserved, and I am excited to see what their firm accomplishes in the future.
I might be biased, but northern and western Wisconsin has some of the
best fall foliage. Shades of yellow and orange are starting to spread across Travel Wisconsin’s Fall Color Report – click here to see when colors will peak in a county near you!

Service academy application due next week
I wanted to remind parents and students that the deadline to apply for a service academy nomination is on Friday, October 14th. All high school students admitted into our nation’s military service academies must first receive a nomination from at least one member of their state’s Congressional Delegation, the Vice President, or the President of the United States. Interested students seeking my nomination should visit my website to access the application and learn more about the application process. Please note, that completed applications must be in my Wausau office no later than 5 PM on October 14th. If you plan to mail it, you must get it in the mail a few days before the deadline.
