Disability Civil Rights
The October 2022 issue of Health Affairs focuses on the relationship between disability and health. Lisa Iezzoni served as a theme issue adviser and penned an overview paper for the issue.

In their overview article, Iezzoni and coauthors describe six areas of persistent health and health care inequities for disabled Americans.

The the last fifty years, several federal civil rights laws have passed prohibiting discrimination against Americans with disabilities, including in health care.

These laws include Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA) of 1990 and the ADA Amendments Act of 2008, and Section 1557 and other provisions of the 2010 Patient Protection and Affordable Care Act.

Iezzoni and coauthors explain that despite the civil rights laws that are in place, inequities persist. While there are solutions to address the disparities, they have not been widely implemented.

The authors go on to provide recommendations to maximize the health and dignity of disabled Americans and support their full participation in the community.
