The Impact of Faith-Based Couples’ Counseling on Intimate Partner Violence in Uganda

Researchers: Jeannie Annan, Christopher Boyer, Jasper Cooper, Lori Heise, and Elizabeth Levy Paluck

Uganda has one of the highest estimates of intimate partner violence (IPV) globally. Research suggests community leaders can promote behavioral change, thereby reducing IPV. The International Rescue Committee (IRC) designed and piloted a couples' counseling program, called Becoming One, led by local faith leaders that sought to improve relationship dynamics that are thought to cause IPV. To attract a wide audience, Becoming One did not directly address violence, focusing instead on improving couples' relationships and shifting decision-making power. The IRC, World Vision, and IPA partnered with researchers to evaluate the impact of this faith leader-delivered program. One year after implementation, the program reduced IPV by 12% and shifted power within the relationship towards women, while also improving intimacy and communication.

The results showed that pay-for-performance contracts had no negative impact on teacher recruitment and had a positive impact on teacher performance, especially in classroom presence and pedagogy, as well as on student learning.
