The devastating Hurricane Ian has struck Florida, leaving more than 2.5 million people without power.
In Metro Detroit last month, more than a quarter of a million people lost power for four days. All are customers of the for-profit utility DTE, which keeps raising rates.
In Jackson, Mississippi, tens of thousands of people were without running water for weeks, and now the U.S. Justice Department is threatening legal action against Jackson officials for a lack of “access to safe and reliable water for decades.”
In Puerto Rico, about 350,000 people are still without power after Hurricane Fiona nearly two weeks ago. This follows 2017’s Hurricane Maria, which left many people on the island without power for nearly a year.
Throughout the country, greedy utilities and disinvestment in aging infrastructure are leaving people without life-sustaining essentials such as water and electricity. Utilities are even less likely to invest in reliable infrastructure in Black, brown, Indigenous, and low-wealth communities.
That’s why I’ve introduced, along with Representatives Cori Bush and Jamaal Bowman, the Resolution Recognizing the Human Rights to Utilities, which would ensure access to affordable, reliable utilities as a human right.

In the richest country in the history of the world, it is outrageous that millions of people struggle with utility insecurity, substandard services, and inhumane shutoffs. My new resolution would establish that all public services should be accessible, safe, affordable, justly sourced, sustainable, climate resilient, and reliable for everyone.
It’s time to change the conversation around what we all deserve, take the profit motive out of providing the basics of a good life, and give every resident the opportunity to thrive.
