Message from Amanda Maxwell
This year has been on of major transition for the commission. This spring, we moved into a permanent hybrid work environment for our teams and opened our doors to visitors after a long COVID closure. We also welcomed new leaders and staff to our team while saying goodbye to those who left for well-earned retirements or other promotional opportunities. As we approach the end of 2022, we know there is more work to do and challenges to face. We are looking forward to 2023 and are ready to build upon the work we accomplished this year.
In 2023, we will focus on recruitment and retention, continuing to implement the state's clean energy transition, as well as implementing our new Pro-Equity Anti-Racism Action Plan and working toward the goals identified in our 2023-25 Strategic Business Plan.

New Commissioner Milt Doumit
In late July, Governor Inslee announced the appointment of Milt Doumit to the UTC commission through January 2023.
Before the commission, Milt worked at Verizon Communications, the Washington Attorney General's Office, held roles with the Washington State Secretary of the Senate and Senate Counsel, and worked as a private practice attorney.
Milt has a Master of Laws from the London School of Economics and Political Science, a Juris doctorate from the University of Notre Dame School of Law, and a Bachelor's in political science from Washington State University.

UTC PEAR (Pro-Equity Anti-Racism)
PEAR Update
The UTC continues working on our Pro-Equity Anti-Racism (PEAR) goals. This summer, we created our internal PEAR Team, and the team has already completed our first agency Equity Impact Review and submitted our first PEAR Strategic Action Plan [ [link removed] ] to the Office of Equity! To develop the plan, the PEAR Team worked to gather public feedback on equity gaps through a public survey and listening session. The team is currently working to establish a PEAR Advisory Group that will help inform decision-making around our PEAR implementation. Are you or is someone you know interested in participating? UTC Strategic Business Plan
The UTC has published our 2023-25 strategic business plan. The plan outlines major milestones and projects for the commission to help us meet our strategic goals, driven by our mission, values and vision.
The five strategic goals that will serve as our blueprint for the next two years are:

EFSEC Administrative Transition
In June, the Energy Facility Site Evaluation Council (EFSEC) became an independent state agency, no longer supported by the UTC for administrative and personnel services.

About the UTC
The UTC regulates the rates and services of investor-owned electric utilities, telecommunications, natural gas, and water companies, garbage-collection haulers, household-goods movers, charter-bus companies, commercial ferries, pipeline companies, and a low-level radioactive waste repository. The commission does not regulate broadband or Internet services, including those provided by regulated telecommunications companies.
