House Speaker Nancy Pelosi has announced that she is not sending the articles of impeachment to the Senate until Mitch McConnell sets rules for Trump's trial that are fair and acceptable to Senate Dems.
This strategy can work. Only 4 Senate Republicans have to side with Dems to force McConnell to guarantee a fair trial that includes testimony from key witnesses. McConnell doesn't have much leverage.
But The Washington Post reports that "some House Democrats voiced discomfort with the delay."
The Washington Post's Greg Sargent and Paul Waldman make clear why McConnell doesn't want Mulvaney, Bolton, or other administration witnesses to testify: "Trump’s conduct is without question even more corrupt than we currently know -- probably much more so -- and such a trial would risk additional revelations to this effect."
And Nate Silver's FiveThirtyEight reports on the stakes: "It took a long time for Republicans to abandon Nixon....Republican support for Nixon had remained mostly strong, even in the face of a scandal that consumed his second term. As the truth about the scope of Nixon’s misconduct emerged, though, impeachment became increasingly popular and the president lost even his most fervent defenders in Congress..."
Mitch McConnell knows that if Mick Mulvaney, John Bolton, and other key administration witnesses testify under oath, the evidence against Trump will likely be so overwhelming that public opinion would shift -- and with it could be the support of an avalanche of Republican Senators.
