On November 8th voters will be asked to determine if a dozen judges from both the Florida Supreme Court and the Fourth District Court of Appeals should be retained in office. This is a daunting task for those who are not part of the legal system apparatus that deals with these individuals. Very few people have cases that appear before them and there is almost no public information on their performance on the job. But here we are, asked to vote as to whether or not these justices and judges should be granted another term in office. As we all know, litigation is the name of the game these days and it is important to us that judges determine the facts, interpret the law, apply the law to the facts of the case, and decide the outcome. For we Republicans then, knowing which governor appointed them becomes a clue to their ideology and approach to the law. Based on that it would be in our best interest to vote the following:

Florida Cities Rank High in Projected Population Growth


Results from the 2020 census reveal some notable changes in population distribution over the last decade. The U.S. population grew by about 7% from 2010 to 2020, or by about 20 million people. Over the same period, more than 80% of U.S. metro areas reported population growth.

  • Five Florida cities ranked in the national Top 15 according to projected population growth data
  • The Villages, located in Central Florida, far outpaced every other metro area in the nation by more than 100 percentage points
  • Other top cities for projected growth in the Sunshine State: Cape Coral, Port St. Lucie, Naples, and Orlando

Surprise Visit by Governor to Watch Football in Indian River County


Governor DeSantis and his family came to Sebastian River High School on Friday night to watch Vero Beach High play football against Miami Palmetto. The Governor’s four-year old son, Mason did the coin toss. He was accompanied by his wife, Casey and his two daughters Madison and Mamie. The game had to be moved to Sebastian because of field conditions at Vero Beach. The Governor only waved to the crowd and left after the first quarter. He had visited with both teams in their locker rooms before the game. Vero Beach was the winner 35-34. 



Governor Ron DeSantis Counteracts Malign Influence by China and Other Hostile Nations in Florida through New Action

 


This week Governor Ron DeSantis announced executive action and legislative proposals to address threats posed by the Communist Party of China and other hostile foreign powers in cyberspace, real estate, and academia. These measures will curtail the nefarious intentions of all seven countries on Florida’s list of countries of concern, making it more difficult for China, Cuba, Russia, Iran, North Korea, Syria, or Venezuela to engage in espionage or influence operations within Florida’s borders and preventing purchases of agricultural land and lands surrounding military bases by those governments or their agents. “From server farms to farmland, the Communist Party of China has been worming its way into our nation’s data storage systems and buying up tracts of land near sensitive national security sites,” said Governor Ron DeSantis. “By prohibiting the purchase of lands, state contracts with Chinese technology firms, and the infiltration of CCP-affiliated groups such as Confucius Institutes, Florida is leading the way to protect our nation from international foes.”

 

“The Chinese Communist Party cheats on trade, steals our intellectual property, and produces deadly drugs like fentanyl that are pouring into our southern border,” said Lieutenant Governor Jeanette Nuñez. “Governor DeSantis’ announcements today are not only critical to protecting American interests and Florida farmlands but also to maintaining our national security. Florida will never kowtow to the oppressive regime of China.”

 

“With today’s Executive Order, Governor DeSantis takes decisive action to defend the State of Florida and all Floridians from the cyber threats posed by foreign countries of concern and associated groups,” said Department of Management Services Secretary Pedro Allende. “The Governor’s direction to develop cybersecurity and procurement rules and standards will make it harder for bad actors to gain a foothold on state infrastructure, will protect Floridians’ personal information and intellectual property, and will further secure key information systems and the critical infrastructure that our state and its citizens rely on each day.”

 

“Thanks to Governor DeSantis, Florida will not allow foreign adversaries and Communist dictatorships to have insights into some of the most sensitive data and cutting-edge research taking place in U.S. academia,” said Commissioner of Education Manny Diaz, Jr. “As a Cuban American, I know how Communist countries attempt to infiltrate schools and universities to steal intellectual property and indoctrinate young people with their dangerous and radical ideology. By removing this influence and focusing on the importance of American ideals and citizenship through civics education, Florida is again leading the way for the nation to follow.”

 

Cybersecurity


Effective immediately, Governor DeSantis has signed Executive Order 22-216 to prohibit government entities from procuring technology products and services from companies owned by, controlled by, or domiciled in foreign countries of concern. The executive order directs the Department of Management Services (DMS) to promulgate rules and take any additional action necessary to ensure commodities and services used by state and local governments are not susceptible to exploitation by foreign countries of concern. This prohibits government entities from procuring or utilizing technology services that:

  • Have been determined by DMS to pose a risk to the safety and security of Florida due to the company’s connections to or use by a foreign country of concern;
  • A federal agency has prohibited due to a national security concern; and 
  • Are designed, developed, manufactured, or supplied by companies or affiliated companies determined by federal or state government agencies to be owned, controlled, or domiciled in a foreign country of concern.

 

This will help prevent the exposure of government information and technology services and systems in Florida to other state and non-state actors affiliated with a foreign country of concern. The full executive order can be found here.

 

Governor DeSantis also proposed legislative action to prohibit government entities from contracting with companies owned by, controlled by, or domiciled in foreign countries of concern if the contract would provide access to Floridians’ personal information. This prohibition would include the bidding, submitting a proposal for, or entering into or renewing a contract with a government entity if the contract would provide the company with access to an individual’s name in combination with a Social Security number, driver’s license, financial account numbers, medical history, insurance policy numbers, etc.

 

Purchases of Agricultural Land and Land Surrounding Military Bases


Governor DeSantis has proposed legislative action to prohibit purchases of agricultural land and land surrounding military bases by foreign countries of concern. There have already been instances of Chinese Communist Party-affiliated companies purchasing land near military bases in other states, including Grand Forks Air Force Base in North Dakota. Florida is home to 21 military bases from every branch of the armed forces, and while the state has allocated money to purchase land nearest to some of these bases to increase security perimeters, more needs to be done to protect our domestic national security assets.

 

As of 2019, foreign investors held an interest in 5.8% of Florida’s privately held agricultural land. This ranks Florida as the state with the fifth highest percentage of reported foreign-owned land. Thirty-one states have regulations in place for foreign ownership of agricultural land by law. In Iowa and Minnesota, no alien is allowed to acquire any interest in agricultural land.

 

Prohibiting Foreign Funds for Universities


Last year, Governor DeSantis signed HB 7017 to require the disclosure of foreign donations to state educational institutions in excess of $50,000. This “naming and shaming” approach was intended to expose the influence of groups such as CCP-funded Confucius Institutes, with further punitive measures for non-disclosure. But even sub-$50,000 donations from individuals and groups pushing the agendas of hostile foreign powers on college campuses can undercut academic integrity, warp the perspectives of many students, and sway the research and writing of many professors to align with the interests and values of the sources of that funding.

 

That is why Governor DeSantis has proposed legislative action to amend Florida statutes relating to reporting requirements of foreign gifts to prohibit any gift to a higher education institution in Florida from any individual residing in or entity domiciled in a foreign country of concern or from any governmental entity within a foreign country of concern. A general bill on this topic could also impose additional restrictions, screening requirements, or pre-conditions on researchers from foreign countries of concern.

Governor Announces 2023 Legislative Proposal to Provide Family Focused Tax Relief



On Thursday, Governor Ron DeSantis announced a portion of his tax relief proposal for the upcoming legislative session which would provide $1.1 billion in tax relief for Florida families through multiple tax holidays, if passed by the Legislature. Included in the proposal is an expansion of the annual Back to School tax holiday and permanent tax exemptions for baby and toddler items in addition to a yearlong tax exemption on other household items families need every day. “I’m proud that Florida has a record budget surplus and am happy to propose historic tax relief to Florida families,” said Governor Ron DeSantis. “This proposal will allow families to purchase items for their children at a lower cost and help families keep more money in their pockets. I look forward to working with the Legislature to bring this major relief to Florida families.”

 

“Governor DeSantis and I both have young families, and we understand the burden of necessary expenses associated with essentials such as diapers, school supplies, and gas,” said Department of Economic Opportunity Secretary Dane Eagle. “Today’s announcement proves that Governor DeSantis is continuing to work tirelessly to lift up Florida families. With today’s supply chain issues and outrageous inflation, this tax relief initiative will help Florida families stretch their dollars further.”

 

The proposal includes tax holidays on items frequently purchased by Florida families: 

  • Reinstates the two-week Back to School tax holiday for families in the fall and adds an additional two-week holiday in the spring for children returning to school after the winter break. The two holiday periods would save Florida families an estimated $210 million. 
  • A permanent tax exemption for baby and toddler necessities including diapers, baby wipes, clothing, and shoes for children under the age of 5. This would save Florida families an estimated $132.5 million. 
  • A permanent tax exemption for cribs and strollers. This will save Florida families an estimated $4 million. 
  • A permanent tax exemption on items that contain medicinal ingredients and medical equipment to close the gap on medical supplies and equipment that is not sales tax exempt. This would save Florida families an estimated $58.5 million. 
  • A 1-year tax exemption for household items under $25 like laundry detergent, toilet paper, paper towels, hand soap, and trash bags. This would save Florida families an estimated $112.3 million. 
  • A 1-year tax exemption for children’s books for children under 17 years old. This will save Florida families an estimated $16.8 million. 
  • A 1-year tax exemption for children’s toys designated for children between the ages of 2-12. This would save Florida families an estimated $116 million. 
  • A 1-year tax exemption for children’s athletic equipment like children’s bikes, footballs, soccer balls, rollerblades, baseballs, baseball bats, etc. This would save Florida families an estimated $33 million. 
  • A 1-year tax exemption on pet food for household pets and a permanent tax exemption for over-the-counter pet medications such as flea and tick prevention. This would save Florida families with pets an estimated $189 million.

 

The proposal also includes a continuation of tax holidays for the 2023-2024 fiscal year: 

  • 2-week Disaster Preparedness Tax Holiday
  • 1-week Tools and Home Improvement Tax Holiday
  • 1-week Freedom Week Tax Holiday
  • 1-year Energy Star Appliance Tax Holiday

 

This tax relief proposal is in addition to the statewide toll relief proposal announced by the Governor earlier this month. The proposed toll relief plan would provide a 50 percent discount for commuters with more the 40 toll transactions in a month, saving the average commuter an estimated $550 over one year and impacting approximately 750,000 Floridians who frequently commute.



First Lady Casey DeSantis Announces Spanish Version of Cancer Connect



First Lady Casey DeSantis announced updates to Florida Cancer Connect, Florida’s centralized website providing tools for individuals and families battling cancer. Updates include a fully translated Spanish website and testimonials from Hispanic cancer survivors, recorded and produced in both Spanish and English, premiering over the next month. Existing English survivor testimonials will have Spanish subtitles available.


“Florida Cancer Connect is an extension of our longstanding commitment to all Floridians impacted by cancer,” said First Lady Casey DeSantis. “Our goal is to make cancer resources user friendly, which is why I’m excited to announce the addition of readily available Spanish resources to increase the accessibility of support to those in the cancer fight looking for help and hope.”


Launched last month, Florida Cancer Connect is a First Lady DeSantis initiative that provides information on cancer treatment, caregiver tools and stories from brave Floridians who have fought this disease on one centralized website. The Florida Cancer Connect website updates include:

  • Full Spanish translation of the website
  • Hispanic survivor stories in both English and Spanish
  • Spanish subtitles on existing survivor videos

Florida is second in the nation for newly diagnosed cancer cases. First Lady DeSantis is committed to supporting those facing cancer by making resources available and easily accessible through the Florida Cancer Connect webpage. The addition of full Spanish translation and Spanish testimonials will allow the webpage to reach more Floridians and spread awareness on the resources available across the state.

Bipartisan Estuary Caucus Resolution Recognizes National Estuaries Week




The Co-Chairs of the Bipartisan Congressional Estuary Caucus, including U.S. Representatives Bill Posey, Suzanne Bonamici (D-OR), Brian Mast, and Rick Larsen (D-WA), introduced their bipartisan resolution recognizing September 17th- September 24th, 2022, as National Estuaries Week. 


The National Oceanic and Atmospheric Administration (NOAA) established National Estuaries week in 1988 to raise awareness about the vital role estuaries play in our communities and economies, and to encourage more local involvement in caring for these diverse ecosystems.


“Our Indian River Lagoon is important to our quality of life, our local economies and tourism, and it provides a critical habitat to many indigenous species of wildlife and plant life,” said Congressman Bill Posey. “National Estuaries Week encourages concerned citizens to become more involved in efforts to care for and manage the health of these critical ecosystems.”


“National Estuaries Week reminds us just how important waterways in regions across the country are to our economy, public health, and the environment. We will keep up the fight to protect and restore these critical habitats so that future generations can inherit this incredibly diverse ecosystem,” said Congressman Brian Mast.


“The bipartisan leadership of the Congressional Estuary Caucus has consistently been at the vanguard of efforts to protect and restore estuaries and coastal communities’ said Rich Innes, Senior Policy Director for the Association of National Estuary Programs. “Leadership exhibited by Representatives Posey, Larsen, Bonamici and Mast has resulted in greatly reduced risk in our communities from harmful algal blooms, ocean acidification, and infrastructure vulnerabilities to major storm events.”

The Congressional Estuary Caucus was founded as a bipartisan working group to give our estuaries a voice in Congress and advance meaningful bipartisan legislation to support their health and preservation.
