Special Message

On the morning of Wednesday, September 14th, a search warrant from the Los Angeles County Sheriff was executed at the headquarters of Peace Over Violence and the home of Patti Giggans, our Executive Director who is also a Commissioner on the LA County Sheriff’s Civilian Oversight Commission (COC). This was a duplicate of a search warrant from a year ago, regarding a contract with LA Metro. The District Attorney rejected the case due to a lack of credible evidence. Last week, the Sheriff removed items including desktop computers, our agency server, and Patti’s personal vehicle. Simultaneously, they also raided the home of LA County Supervisor Sheila Kuehl, her offices at the Hall of Administration, and the LA Metro offices.

These actions are intended to disrupt Peace Over Violence and intimidate Patti Giggans and are due to the Sheriff’s ongoing personal political vendettas that have transpired publicly against Patti and members of the COC and others who have been critical of the Sheriff and his practices. Clearly, these bullying tactics are meant to intimidate anyone who has criticism of the Sheriff.

POV and our Executive Director/CEO Patti Giggans deny all of these allegations. POV rejects the attempt to defame the organization, its programming and values, its integrity and the integrity of its Executive Director/CEO. We have just received news that the California Attorney General has removed the Sheriff from this investigation and the Department of Justice is taking over. We welcome this turn of events and will continue to cooperate with full transparency.

Peace Over Violence and its Executive Director Patti Giggans are nationally recognized leaders in sexual and domestic violence with a reputation for providing responsive, quality services to victim/survivors. We have partnered with law enforcement and government institutions for more than 51 years to fill the gaps that exist in supporting survivors including operating the nation’s first and longest running sexual assault and domestic violence hotline. Our hotlines are supported in part by government contracts, grants, and other donations. Our government contracts have all been fairly granted and followed the rules and protocols of the awarding agency.

Despite this event, Peace Over Violence remains committed to the work of providing a safe place, listening ear, and trauma informed wraparound services to individuals and families impacted by sexual and domestic violence in Los Angeles County.

Flashback to 1971: Two Women’s Centers (Crenshaw and Venice) -  consciousness raising groups – women and girls of all ages – shy, ashamed, afraid – revealing, with extreme difficulty, their stories of sexual assault and sexual coercion – believing that they were alone, the only one this had happened to, and that it was their fault. Women became allies, supports – and shared our outrage, especially as we all realized that victim blaming had led to NO consequences for rapists. What an empowering time!

Several of us, with leadership from Joan Robbins, decided to take action. The first “Speak Out Against Rape” led to hundreds of calls to the Venice Women’s Center. Women wanted to talk, and to act. Eventually some of us organized a separate phone line for these calls – which became the first sexual assault hotline, and to an “antirape squad” that confronted accused assailants who had “gotten away with it.”
