E-Cigarette Policy
Much public debate about electronic cigarette (e-cigarette) use has
centered around efforts from public health authorities to reduce youth
e-cigarette use, which is harmful to health.
However, e-cigarettes may still be useful for helping some adults quit
smoking, with recent evidence suggesting that e-cigarettes are more
effective for smoking cessation than government-approved nicotine
replacement therapy products such as nicotine gum and patches.
Kenneth Warner and coauthors identify eight high-priority policies that
they believe could deter youth use of e-cigarettes
without causing a reversion to cigarette smoking, as well as keep
e-cigarettes an option for adults who are unable or unwilling to quit
smoking.
Keeping e-cigarettes an option to help adults stop smoking "is a matter
of social justice," Warner and coauthors write.
The authors indicate that African Americans suffer disproportionately
from smoking-related mortality, and Americans with lower educations and
incomes, members of the LGBTQ community, and people with mental health
conditions constitute a disproportionate share of the smoking
population.
