Last week, two-thirds of the U.N.'s International Atomic Energy Agency Board of Governors issued a joint statement that called on Iran to explain why uranium traces were found at three undeclared sites.
In June, the IAEA Board passed a resolution expressing "profound concern" that the traces remained unexplained due to insufficient cooperation by Iran and called on Tehran to engage with the watchdog "without delay".
The U.N. agency said there has been no progress and no engagement by Iran since then.
