John, Gov. Youngkin is drawing a line in the sand on climate and energy policy. He is using discretionary regulations to pull Virginia out of the Regional Greenhouse Gas Initiative (RGGI), setting himself up for a legislative showdown with Democrats at the beginning of the new session. This initiative is an interstate carbon regulation pact signed into law by former Gov. Ralph Northam. But, Youngkin is hellbent on reversing any progress set in motion by his predecessor. Sixty-one Democratic lawmakers (senators and delegates) signed a letter reminding the governor that he can’t just skirt state law on a whim. Right now, Democrats control the Senate by just two votes. Not only is Youngkin sidestepping the law, but his shortsightedness is destroying the future of our Commonwealth. Pulling out of the RGGI clears the path for some of the most devastating, and costly, effects of climate change. With more carbon in the atmosphere, severe weather will intensify, leaving unspeakable damage in its wake. The RGGI not only reduces carbon but earmarks nearly one billion dollars for disaster relief in Virginia, relief funds that would disappear if Youngkin gets his way.
