Putin Meets Xi

Vladimir Putin said on Thursday that Moscow understood that China had “questions and concerns” about the war in Ukraine — a notable, if cryptic, admission from Mr. Putin that Beijing may not fully approve of Russia’s invasion of Ukraine, as the NYT reports.

Ukraine Battles Flooding After Russian Strike on Dam

Ukrainian authorities said Thursday that they staved off flooding caused by a Russian missile strike on the southern city of Kryviy Rih, as Moscow targeted the dam with new salvos and Ukrainian forces consolidated their positions in recently retaken areas, as the WSJ reports.

Biden Issues New Order to Block Chinese Investment in Technology in the U.S.

President Biden on Thursday issued an executive order designed to sharpen the federal government’s powers to block Chinese investment in technology in the United States and limit its access to private data on citizens as part of a continuing effort to address security threats from China, as the NYT reports.
