The Wyoming Department of Environmental Quality (WDEQ) has received a request from Alder Environmental LLC on behalf of Nesbitt Family Trust for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permits #14 and #27, for discharge of dredged or fill material to East Fork Fish Creek, Bar B R Spring, and Bar B R Reservoir within the Fish Creek drainage near Wilson, Wyoming. The purpose of the project is to improve stream function and enhance aquatic habitat. All surface waters within the Fish Creek drainage are designated Class 1 where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances.
Proposed activities within East Fork Fish Creek include installation of J-hook vanes and excavation of pools at three locations. Channel narrowing through construction of wetland benches is proposed for Bar B R Spring along with removal of a small earthen dam and construction of a foot bridge. Bar B R Reservoir will be enlarged and deepened along with establishment of wetlands and replacement of the existing outfall structure with an overflow channel to improve fish passage. Approximately 0.174 acre of wetland will be permanently impacted and offset by the creation of 0.245 acre of new wetland.
