Since the states settled their lawsuits against Big Tobacco in 1998, our annual reports have assessed whether the states are keeping their promise to use a significant portion of their settlement funds to attack the enormous public health problems caused by tobacco use in the U.S.

Short answer: They're not.

 

The youth e-cigarette epidemic continues to get worse and has now ensnared 5.3 million U.S. kids. Overall youth tobacco product use is the highest it's been in 19 years. And yet...

 

Most states continue to shortchange programs that prevent kids from using e-cigarettes and other tobacco products.

 

The overall figures are pretty shocking:

  • Of the $27.2 billion in tobacco money that states collect, they spend only 2.7% of it on tobacco prevention programs.
  • Big Tobacco spends $12 to market its deadly products for every $1 the states spend to fight tobacco use.
