Public Notice: Notice of Request for a Permit and Hearing Filing Information Before the Wyoming Industrial Siting Council Docket Number DEQ/ISC 22-05
*Notice of Request for a Permit*
Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act and Siting Rules and Regulations, Notice is hereby given that Dinosolar, LLC, has filed an application for the construction and operation of the Dinosolar Energy Project (Project).? The Project will be constructed on all private land leases in Natrona County. The Project is planned to be up to 440 megawatts (MW) in size, consisting of photovoltaic solar panel arrays, a battery energy storage system, two substations, and two generation interconnect transmission lines.? The applicant proposes a two phased schedule with phase I consisting of a 17-month construction period that is planned to begin in April 2024 and phase II consisting of a 17-month construction period beginning in June 2025.? Dinosolar estimates a 17-month average workforce of 276 for Phase I in 2024/2025 and a peak monthly average of 417 temporary construction jobs and a 17-month average workforce of 261 for Phase II in 2025/2026.

Pursuant to W. S. 16-3-107, Notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the Application for a Permit for the Dinosolar Energy Project at 8:00 A.M. on December 5-6, 2022 at the Thyra Thomson Building, Roundhouse room 3024, 444 W Collins Dr., Casper, WY 82601.? The Council will consider the applicant?s request for a Permit pursuant to the provisions of the Industrial Development Information and Siting Act (W. S. 35-12-101 et. seq.) and the Rules and Regulations adopted thereunder. ?Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by November 11, 2022 and participate in the pre-hearing meeting on November 18, 2022 from 10 AM to 2 PM at the Thyra Thomson Building, Roundhouse room 3024, 444 W Collins Dr., Casper, WY 82601. ?Persons desiring to make a limited appearance statement only may submit a written statement as provided by W. S. 35-12-111(c).?
