Earlier this year, the Problem Solvers Caucus implemented a change to the House Rules which allows any legislation with more than 290 bipartisan cosponsors to be brought to the House floor for consideration. And as the year closes, we are receiving more evidence that the 290 rule is a very big deal indeed. Congress is on the verge of repealing the “Cadillac tax,” which was originally included in the Affordable Care Act and, beginning in 2022, would have imposed a 40% tax on the most generous employer-provided health insurance plans. This tax would have likely caused employers to either cut benefits to avoid the tax or raise costs for employees to cover it. For years, members from both parties have been trying to eliminate the Cadillac tax but their efforts went nowhere. But that changes when members started moving a repeal of the Cadillac tax under the “290 Rule.” With 290 cosponsors lined, repeal will very likely be signed into law by the president. It's a reminder for all of us why small rule changes – like the ones pioneered by the Problem Solvers – can make a big positive difference in all our lives.
