Wabasha Barge Facility

Project description: The proposed barge facility in Wabasha, MN will serve to transport sand from Mississippi River navigation channel dredging operations from the river to offsite locations for beneficial re-use. The project area encompasses 54.0 acres and will include infrastructure construction, including access channel dredging, a sheet pile dock wall, barge mooring and maneuvering facilities, conveyors and hoppers for material management, temporary storage area for transported dredge material, sewer and water utilities, internal access road, a weighing station, and a small operations structure. Facility operations will involve the transfer of sand from river barges to trucks for transport to off-site facilities for use as reclamation material for existing sand and gravel mines or other potential beneficial reuse. Summary of scoping decision: Final Scoping Decision Document (FSDD) is a companion to the Scoping Environmental Assessment that was published on June 21, 2022. The City of Wabasha Port Authority (RGU) sought comments from the public and state/federal agencies. As documented in the FSDD, the RGU has determined that an EIS shall be prepared for the proposed project. In addition to serving as the EIS Preparation Notice, the FSDD identifies environmental effects and project alternatives that will be further assessed in the EIS and presents a tentative schedule of the environmental review process.

Parkwood Knolls
Location: Big Lake, Sherburne County Process: Alternative urban areawide review (AUAR) Step: Draft AUAR End of comment period: October 6, 2022
Project description: The City of Big Lake has received a residential housing development proposal, known as Parkwood Knolls, on an approximately 47-acre parcel located on the west side of 172nd St NW approximately 650 feet south of 205th Ave NW. The proposal includes two (2) development scenarios: one features sixty-six (66) detached single family homes, and the other features 33 detached single family homes and 158 attached townhomes. Both scenarios include construction of a collector roadway (Minnesota Avenue), local roads, stormwater infrastructure, installation of municipal utilities, and open space within the Preusse Lake Shoreland Overlay District. As part of the planning and design phase of the project development, an environmental review process is underway. An Alternative Urban Areawide Review (AUAR) and mitigation plan has been prepared.

Everton Avenue Neighborhood Study Area

Project description: The Everton Avenue Neighborhood study area is approximately 2.3 square miles (1,500 acres) and is located near the western border of the City of Hugo (see Figure 1). It is bounded by 165th Street on the north, Highway 61 (TH 61) on the east, CSAH 8 on the south, and Elmcrest Avenue on the west. Of the 1,500 total acres, there are approximately 775 acres remaining in the study area that have not been approved for development. The development scenario evaluated by the AUAR Update is consistent with the City's Comprehensive Plan and includes development of residential, commercial, and industrial land uses.
