For the past twelve years, Pacific Justice Institute’s Center for Public Policy (PJI-CPP) has strategized with state legislators to enact constitutional laws and has scuttled harmful bills that oppose the Christian worldview.
And we have great news to share with you! PJI-CPP formally opposed California Assembly Bill (AB) 2547, a Bill that threatened to punish police officers for speech redefined as “bias conduct” and for affiliating with undefined “hate groups.” AB 2547 did not make it through the California State Appropriations Committee by the deadline and is now dead!
“One can hardly imagine a more unconstitutional manner for punishing law enforcement officers and applicants based on their expression of viewpoints, their ‘potential’ or ‘possible indication’ of bias, and their associations with expressive groups,” PJI-CPP attorney Matthew McReynolds wrote in a formal opposition letter. “AB 2547 would have ushered in a new era of unknowable and ungovernable standards where possible, potential, implicit bias—whatever that may mean—becoming the ultimate censor’s tool to exact retribution on one’s enemies.”
The attention that PJI-CPP and our allies brought to this monstrous piece of legislation led to its defeat, and we thank the Lord for that.
Although the U.S. Supreme Court has repeatedly defended the free speech rights of public employees, the California Legislature continues to target law enforcement officers who express unpopular political or religious viewpoints in their private life; and the Legislature is doing so through yet another Bill—AB 2229.
AB 2229, a second nefarious police bias bill, is very close to approval. AB 2229 would subject applicants and police officers who have a complaint lodged against them to psychological evaluations to ascertain whether they are “free of bias.” If passed into law, AB 2229 will be used to purge the politically disfavored from the police force and to expunge those with Christian, conservative, and even libertarian or independent political views from public life.
AB 2229 has flown under the radar . . . until now.
