*Supervisory Appraisers Have More Latitude for Training*

During its August meeting, the Board adopted a rule change to Section 153.21, Appraiser Trainees and Supervisory Appraisers, to update the process for progress monitoring for trainees under the supervision of an appraiser with four to five trainees. Trainees of supervisory appraisers who fall into this category are no longer required to submit their work product for voluntary appraiser experience to TALCB for review. Instead, supervisors will submit a supervision plan for progress monitoring and to make progress reports available for inspection for a set time period. This rule change is effective September 8.

Supervisors may use the use TALCB?s Supervision Plan template, which will be available on talcb.texas.gov [ [link removed] ] on September 8, or submit their own supervision plan.?

*AMCs Have Easier Path to Relinquish Registration*

Appraisal Management Companies (AMCs) can now relinquish their registration in Texas at any point if they are no longer conducting business in Texas. Use the new "Appraisal Management Company (AMC) Request for Voluntary Relinquishment" [ [link removed] ]" form (TALCB AMCVR-0) to "request relinquishment to TALCB. Previously, AMCs could only allow their license to lapse.

Updates to the Volunteer Appraisal Review Process: Now Accepting Submissions

Committing to serve as a Volunteer Appraisal Reviewer is a way for experienced appraisers to serve the public interest and contribute to the appraisal profession. Volunteer Appraisal Reviewers assist TALCB in performing appraisal reviews for experience audits, work product review requests, or complaint investigations.

The Board approved changing the program to accept applications on a rolling basis to increase resources and support the health of the program. In addition, the Board delegated the authority to approve reviewers to the Executive Committee to further streamline the approval process. These changes are effective immediately. *Coming Soon: Online Application Portal for Trainees*

The Texas Appraiser Licensing and Certification Board is launching this fall an interactive experience log for appraiser trainees, thanks to funding from an Appraisal Subcommittee (ASC) Grant. The log allows applicants to track their experience in real time. The process will be more efficient for appraisers and trainees and decrease clerical reviews for TALCB staff, ultimately reducing turnaround times.

The ASC awarded TALCB $120,000 in 2021 to improve the state?s appraiser regulatory program. The TALCB?s online complaint portal [ [link removed] ], launched in September 2021, was also funded by the ASC grant. The Board has submitted its application for the third grant year.
