MONDAY E'NEWS Mandatory Deer Hunt Reporting A rule change adopted by the Michigan Natural Resources Commission in June to mandate deer harvest reporting in Michigan is under fire. While much of the controversy is outside the scope of MCRGO's mission, the organization is concerned with two aspects of it. First, while the majority of online surveys do not ask any questions related to firearms, a select subset will receive an expanded survey asking about the method of harvest. This has led to worry it could become an indirect form of long gun registration. Working with our allies at the Michigan United Conservation Clubs, we have been assured that this question will only ask: archery, crossbow, rifle, shotgun, muzzleloader, or handgun. It will not ask any further details about the firearm used including ownership, brand, model, caliber, or serial number. Second, under current law, failure to report is a criminal misdemeanor with up to 90 days in jail and a fine from $50 to $500. This is excessive for not completing an online-only survey many hunters are not familiar with. There are concerns the misdemeanor could impact the future ability to carry a firearm outside the home. MCRGO has been involved in discussions with the Michigan Legislature to reduce this penalty to a simple civil infraction, eliminating any potential future impact on concealed pistol license qualifications. There are additional concerns with the reporting mandate. Some older hunters and rural hunters still do not have convenient access to the internet. The Michigan Department of Natural Resources is not providing a telephone based alternative to the online survey. Participation in voluntary deer harvest reporting last year was only 33%, down from 74% two decade ago. Americans in general, but gun owners and hunters in particular, are fed up with increasing regulatory burdens, especially when imposed by unelected agencies.
