Policy Updates:
The Congressional Research Service (CRS) - often referred to as Congress' think tank - just released a "Human Rights Assessments Overview," report on India, outlining the collapse of (1) religious freedom - through killings, assaults, and intimidation against members of religious minority communities, “Cow vigilantism” against non-Hindus accused of cow slaughter, and the adoption of laws restricting religious conversion in ten Indian states - as well as the collapse of (2) freedom of expression - through restrictions in internet access, censorship of online content, government monitoring of users, prosecution of social media speech, and Internet blackouts occurring at least 106 times in 2021.
The report also highlights increased extrajudicial killings by the government or its agents and major undertakings to dismantle freedom of press and civil society. Emgage Action has engaged with members of Congress on India since the removal of Kashmir’s autonomous status in 2019 to the escalating violence against Muslims. Mass shootings like the Charleston Church shooting (2015) or Pittsburgh synagogue shooting (2018) have demonstrated the lethality of white supremacist ideology. As reported by the FBI, white supremacy is the greatest domestic threat in the United States.
In a development unlike never before, the National Defense Authorization Act of 2023 (NDAA), an annual bill that funds the Department of Defense’s activities, has added two new sections to address the threat of white supremacist domestic terrorism.
The first addition requires the Secretary of Defense to submit a report evaluating the nature, activities, and domestic terror threat by identifying all terror groups motivated by white supremacy. The second addition requires the Director of the FBI, Secretary of Homeland Security, and Secretary of Defense to submit a report strategizing the fight against white supremacist and neo-Nazi activities in the uniformed services and Federal law enforcement.
The House has already passed the 2023 NDAA and our institution welcomes these monumental first steps to mitigate the threat of white supremacist domestic terrorism. To learn more about Emgage Action’s work on domestic terrorism, check out our website.
