PUBLIC COMMENT: INTRASTATE FUNDING FORMULA

The Washington State Department of Social and Health Services (DSHS), Aging and Long-Term Support Administration (ALTSA) invites the public to review and comment on the* Intrastate Funding Formula Amendment (IFF*) from August 28, 2022, to September 28, 2022.

ALTSA is the designated sole state agency to administer federal programs under the Older Americans Act (OAA), a federal law administered by the Administration for Community Living (ACL).? As a part of the OAA, ALTSA must submit a *State Plan on Aging* to the ACL every four years to receive grants that support programs for older adults.? These federal grants are distributed to Washington?s aging network through the 13 Area Agencies on Aging using the IFF.? This funding formula has been developed in consultation with the Washington Association of Area Agencies on Aging (W4A).? The ACL has approved a one-year extension of the current State Plan on Aging [ [link removed] ] and ALTSA plans to amend its current IFF for the extension year to promote greater equity, aligning with DSHS and OAA priorities.??

After the public comment period ends, ALTSA will submit the amended IFF to the ACL for approval.? If approved, the amended IFF will be applied to grants starting *on January 1, 2023*.? Washington will also be submitting an updated IFF to begin in 2024 that will be included as a requirement under the four-year State Plan on Aging.

Under Section 305(d) of the OAA, the IFF includes the following:


* A descriptive statement of the formula?s assumptions and goals, and the application of the definitions of greatest economic or social need,
* A numerical statement of the actual funding formula to be used,
* A listing of the population, economic, and social data to be used for each planning and service area in the State, and
* A demonstration of the allocation of funds, per the funding formula, to each planning and service area in the State.
