The Department of Environmental Quality (DEQ), Land Quality Division (LQD), will hold an Advisory Board (AB) Meeting beginning at 10:00 a.m., on Thursday, September 22, 2022.? The meeting will be held at the Turntable Conference Room, Thyra Thomson State Office Building, 444 W. Collins Dr., Casper, WY 82601.? The major items of discussion will be a presentation of final revisions to Noncoal Chapters 2 and 9 that include provisions for the use of inert materials as backfill at noncoal mine sites and revisions to Financial Assurance Coal Chapter 11 and Noncoal Chapter 6 that includes provisions for voluntary irrevocable assigned trusts to be used as a new type of acceptable bond instrument for reclamation purposes. The proposed revisions to the draft rules were written in response to other State agency and public comments received on the draft rules presented during the June 23, 2022 AB meeting. The LQD will also be presenting a revision to Coal Chapter 14 ? Exploration for Coal by Drilling that was drafted in response to the Office of Surface Mining Reclamation and Enforcement review comment on the LQD?s June 4, 2021 formal amendment. The LQD will be seeking a recommendation from the Board to proceed to formal rulemaking before the Environmental Quality Council.
