Governor DeSantis Announces Three New Legislative Initiatives

Governor DeSantis announced three proposals this week for the 2023 Legislative Session that combine to support and grow Florida’s teaching workforce and leverage the talents of Florida’s retired veterans and first responders.

The proposals include:

- A recruitment initiative to bring retired first responders and retired military veterans to the classroom through fee waivers and bonuses;

- An apprenticeship program that provides bonuses to experienced educators for mentoring aspiring teachers who hold an associate degree to gain hands-on teaching experience; and

- A scholarship program for K-12 teachers interested in teaching dual enrollment courses on high school campuses to earn their master’s degree.

“These three initiatives will build on our efforts to increase recruitment and retention of high quality teachers,” Governor DeSantis said. “Great teachers don’t become great teachers because they are sitting in a university lecture hall. What makes a teacher great is being in the classroom, watching other teachers and seeing what works.”

Governor DeSantis Highlights Rule Changes that Allow Florida Veterans to Receive College Credit for Military Courses

Governor DeSantis announced this week that the State Board of Education adopted military-friendly amendments to the Florida Administrative Code that increase educational and employment opportunities for veterans and active servicemembers.

“In Florida, we are leading by example with innovative teacher recruitment initiatives and in our support of military and veteran families,” Governor DeSantis said. “These proposals and actions will create new avenues for veterans, first responders and aspiring teachers to excel and continue to serve their communities while building meaningful careers.”

The State Board of Education amended its rules allowing military veterans to obtain a five-year temporary teaching certificate without a bachelor’s degree, providing the following criteria are met:

- Minimum of 48 months of military service with an honorable/medical discharge;

- Minimum of 60 college credits;

- Passing score on a Florida subject area examination;

- Employment in a Florida school district, including charter schools; and

- Cleared background screening.

The State Board of Education also amended its rules to expand opportunities for veterans and military servicemembers to be awarded postsecondary credit for equivalent training and education acquired in the military.

Senator Rubio: Biden's Cancer Research Reduction Act

Senator Rubio met with the Republican Jewish Coalition this week to discuss the importance of the U.S. relationship with Israel and what we can do to address the issues facing our country.

Senator Marco Rubio wrote in Newsweek that the so-called Inflation Reduction Act would result in fewer life-saving medical innovations.

Tom Whitehead continually marvels at the life-saving power of CAR T-cell gene therapy, which rescued his daughter Emily from pediatric leukemia. "To look at her every day and see what a cure for cancer actually looks like––it's pretty amazing," he says.

CAR T-cell therapy is a revolutionary treatment, years in the making. It's no surprise it was developed in the United States; more biomedical innovation occurs here than anywhere else in the world. But that's likely to change because of the newly passed Inflation Reduction Act.

It's a simple case of incentives. Innovative medicines take about $2.6 billion over 10 to 15 years to complete. Pharmaceutical companies can only afford the trial and error of research and development (R&D) because the successes offset the price of the failures.

But by empowering government bureaucrats to set artificial price caps on drugs, the Inflation Reduction Act will remove the incentive to produce innovative therapeutics for patients in dire need. Even as the legislation lowers routine costs for some, the University of Chicago estimates it will slash national biomedical R&D by $663 billion––almost 20 percent––over the next 17 years.

Attorney General Moody Leads Multistate Effort Against Unlawful Mask Mandate

Attorney General Ashley Moody is leading a 23-state coalition in filing a brief in support of the Health Freedom Defense Fund’s lawsuit against the Biden Administration.

Attorney General Moody argues that the district court correctly vacated the CDC’s interstate travel mask mandate in this case because President Biden’s CDC order exceeds its authority and infringes on each state’s ability to enact its own public health rules.

“The American people and our courts have rejected the federal government’s unlawful mask mandate for air travel,” Attorney General Moody said. “It’s astonishing that Biden continues to fight to force passengers to wear masks on airplanes. We are once again pushing back, in court, against his unlawful federal overreach.”

CFO Patronis Proposes Legislation to Protect Floridians from a Politicized and “Supersized IRS”

Florida Chief Financial Officer (CFO) Jimmy Patronis is recommending four legislative changes that would protect small businesses from the audits of the newly supersized IRS and their political discrimination in the Sunshine State.

“For years I have seen liberal Democrats say with a straight face that small business is the backbone of the American economy, but today they voted to create a large army of IRS agents to aggressively target these hardworking American employers,” CFO Patronis said. “Even amid a national border crisis, the U.S. has only about 20,000 border guards, but now we have more than 87,000 new IRS agents?”

Patronis is recommending legislation in Florida that would:

- Require state chartered banks to generate a regular report on IRS engagement that could be used to help Florida identify patterns of discrimination.

- Establish a Civil Liability Trust Fund to help small businesses defend themselves, or even sue the IRS in cases of politically motivated audits or federal overreach.

- Create a license at the state level so new IRS agents are required to register to access account information. The licensing process would further scrutinize IRS operatives by examining their backgrounds and motives to protect Florida consumer information.

- Establish criminal penalties for enforcing laws based on viewpoint or political discrimination.

Lieutenant Governor Nuñez also made clear why she supported the Governor suspending the rogue Hillsborough State Attorney “When you go out of your way to express your woke agenda, to say you refuse to prosecute,” crimes you don’t think should be crimes, “that is simply a dereliction of duty.”
