System Maintenance: CEPI Applications and MI School Data

CEPI applications and MI School Data will be intermittently offline for maintenance on Sunday, Sept. 4 from 6 a.m. to noon EDT. Only limited informational inquires will be available during this time.

Important MPDI Dates

Please note the following MPDI Collection dates:


* Tuition and Fees closes at 11:59 p.m. EDT on Aug. 31, 2022.
* MCCDI closes at 11:59 p.m. EDT on Nov. 1, 2022.
* Audited Financial Statements are due by 11:59 p.m. EST on Nov. 15, 2022. Please email a PDF copy of the required statement to [email protected].

MPDI Tuition and Fees Reporting

The State Budget Office provided a letter to community college presidents on July 29, 2022 with a One-Time Supplemental Funding & Tuition Reporting form to submit the new tuition restraint reporting required in the budget (PA 144 of 2022, Sec. 230(5)). To comply with the reporting requirement for this year, these forms must be certified by community college presidents and returned to SBO with tuition and fee information by Aug. 31, 2022.

The data will be compared to what is submitted in the MPDI Tuition and Fee Collection to check for accuracy and consistency. Next year, the data will be pulled directly from the Tuition and Fees Collection and compared to what was submitted this year.

CEPI has updated page 14 in the MPDI Data Manual [ [link removed] ] with information regarding when and how to submit fees that are not categorized in the collection as it could impact this new requirement.

STARR Data Quality Analysis

If you wish to have your data reviewed as part of the Mid-1 data quality analysis for STARR, please submit your data before Tuesday, Sept. 6, 2022.

Mid-1 data quality alerts will be sent on Monday, Sept. 12, 2022.

STARR Office Hours

The Postsecondary Collections Team will host STARR Office Hours prior to the Mid-1 DQ Snapshot and during the final week of the STARR collection. This allows STARR users to meet one-on-one with CEPI analysts to answer questions and troubleshoot their STARR data submission. See dates and times below, and click the links to join.

Important Information on UICs

The Michigan Department of Labor and Economic Opportunity works closely with CEPI to monitor data on postsecondary student success, which is critical information as the state works toward its Sixty by 30 [ [link removed] ] goal. UICs (student identifiers) are key to connecting these data so policymakers can make informed strategy decisions.

*Acquiring UICs at Student Enrollment*

It is best practice to acquire and assign UICs at student enrollment. Early acquisition of UICs enables the integration of student level data across state systems (e.g., MiSSG and STARR). This is especially important in enabling the state to assist in completing compliance reporting requirements in support of various college grant programs.

*Ensuring Primary UIC is in Student Information System*

When an entity submits a UIC into a collection or reruns resolution, the matching process may replace it with a primary UIC in the collection. This can occur when the submitted UIC has previously been linked and is now a secondary UIC. Please refer to the List of Changed UICs Report, a point-in-time report, in the IHE Request for UIC and the STARR collections to ensure the primary UIC is listed in your student system. This report is found in the staging area under UIC Resolution Reports.

Section 245(7) FAFSA Reporting

Public universities are required by state law to collect and report to CEPI the number and percentage of all enrolled students who complete the Free Application for Federal Student Aid, broken out by undergraduate and graduate/professional classifications. The workbook can be found on the CEPI website [ [link removed] ], and is due by the first business day in November each year.


* Email the completed workbook [email protected]?(no paper copies) using the subject line: FAFSA Reporting for "School Name"
* Universities must also publish the information on their website under the budget transparency icon badge.
* CEPI will provide this information to members of the senate and house fiscal agencies, and the state budget director.
