NCRC To Regulators: Act Now To Establish A Coherent Regulatory Regime For Digital Assets
In the comment, NCRC contends that under certain circumstances, insured depositories could issue stablecoins and permit their exchange inside a consortium of other insured depositories. These stablecoin deposits would remain subject to community reinvestment obligations and the accounts in which they were held would have full Regulation E protections. [Read more ([link removed]) ]

Banks Hint At Legal Challenges To CRA Rewrite

NCRC asks that the CRA explicitly consider bank activity by race or ethnicity — a request that would be legally tricky. The bank regulators' proposal sidesteps this issue by calling for large banks to disclose the racial and ethnic background of their borrowers, a move that they hope will provide more transparency to the public about what groups are getting access to credit. Banks Fear Top Grades Out Of Reach In Community Lending Rewrite

The law would be more effective if the Fed, FDIC and OCC ushered in a new exam process that “more accurately revealed distinctions in performance,” the NCRC said. “More banks would be identified as significantly lagging their peers, which would motivate them to improve their ratings and increase their reinvestment activity."
