Court of Appeals Nominating Commission Announces Three Nominees for
Court of Appeals Vacancy
*
TOPEKA* – The Court of Appeals Nominating Commission today announced the three nominees chosen to fill the vacancy created by the retirement of Judge Anthony Powell. Governor Laura Kelly will appoint one nominee to fill the vacancy. The appointment then is subject to Senate confirmation.
The three Court of Appeals nominees are as follows:
* *Meryl Carver-Allmond**, *Lawrence
Meryl Carver-Allmond is the Training Director for the Kansas public defender system, where she develops and oversees training for Kansas’s 550 public defenders, staff, and assigned counsel. Before being chosen as the first-ever statewide training director in 2021, Carver-Allmond worked as an appellate attorney for over a decade, most recently leading the Kansas Capital Appellate Defender Office. Carver-Allmond serves on the Kansas Bar Association’s Access to Justice Committee, co-chairs the Women and Minorities Subcommittee of the Kansas Supreme Court Task Force for Attorney Well-Being and is the Secretary/Treasurer of the Douglas County Bar Association. She is also a member of the National Association for Public Defense, the Kansas Association of Criminal Defense Lawyers, and the Kansas Women Attorneys Association. Carver-Allmond earned her bachelor’s degree from Pittsburg State University and her juris doctorate from the University of Kansas School of Law.
* *Judge Rachel Pickering, *Topeka
Judge Pickering serves on the 3rd Judicial District bench and primarily presides over criminal felony cases. Prior to her judicial appointment, she was an Assistant Solicitor General at the Attorney General's Office. She presently serves on the Ad Hoc Court Record Committee and has served on the Kansas Board of Examiners of Court Reporters. She is an Adjunct Professor at Washburn University School of Law. Judge Pickering is a member of the American Bar Association’s Women in Criminal Justice Task Force, the American Bar Association, the Hispanic National Bar Association, Kansas Bar Association, Kansas Women Attorneys Association and Women Attorneys Association of Topeka, and the Sam A. Crow American Inn of Court. She earned her bachelor’s degree from University of Missouri-St. Louis and her law degree from University of Missouri – Columbia School of Law and spent her third year of law school at the University of Kansas as a visiting student.
* *Kristen Wheeler, *Wichita
Kristen Wheeler serves as the chair of the Kansas Board of Tax Appeals, where she presides over administrative hearings, status conferences, and pretrial hearings in a wide variety of matters involving tax law. Prior to her appointment to the Board of Tax Appeals, Wheeler was a Judicial Clerk for the Honorable J. Thomas Marten at the United States District Court for the District of Kansas. She was in private practice for 12 years with Robinson Law Firm, LLC and Morris, Laing, Evans, Brock & Kennedy, Ctd. where she practiced in the areas of civil litigation, real estate, business transactions, financial services litigation, and local government. Wheeler is a member of the Kansas Bar Association, the Kansas Women Attorneys Association, the Wichita Bar Association, and the Wichita Women Attorneys Association. She earned her bachelor’s degree from the University of Kansas and her law degree magna cum laude from Washburn University School of Law".

Governor Laura Kelly signed Executive Order 20-01 on Tuesday, January 28, 2020 establishing the Court of Appeals Nominating Commission. Under Kansas law, the Governor appoints judges to the Court of Appeals subject to confirmation by the Kansas Senate.
