Constituent Casework: Since the start of the year, our office has resolved over 1,321 constituent service requests, and has recovered over $2,922,688 in federal benefits for individual constituents. Many of these constituents are seeking assistance with travel and immigration issues, accessing federal benefits, processing IRS returns, and receiving resources for small businesses.

Connecting with Constituents: Tom has hosted over 110 virtual and in-person town halls since 2019. The office has also held over 450 meetings with constituents since the start of 2022, and replied to over 30,000 letters, emails, and phone calls.

Our constituent services representatives will also be available during Mobile Office Hours in towns across the district. Returning Federal Dollars to NJ-07: Tom has successfully worked to claw back millions of federal dollars to communities across the 7th Congressional District. So far this year, the District has received over $74 million in federal grant funding. This includes funds for local infrastructure projects, community health programs, and support for local nonprofits.
In the House fiscal year 2023 appropriations bill, Tom secured nearly $19 million for 15 community projects. Through the fiscal year 2022 spending bill, Tom brought home nearly $9 million to support ten community projects in Hunterdon, Morris, Somerset, Union, and Warren Counties.
The Infrastructure Investment and Jobs Act (IIJA) that Tom helped shape as a member of the bipartisan Problem Solvers Caucus also fully funded the Gateway Program and provided nearly $1.1 billion to fix New Jersey’s crumbling bridges, $15.4 million to expand the state’s electric vehicle charging network, and $50 billion for the flood control and resiliency projects that communities in our district desperately need. This is in addition to the $7 billion specifically to support communities devastated by Hurricane Ida and $17 billion for the federal Disaster Relief Fund to broadly respond to natural disasters around the country.
Legislative Achievements: So far during the 117th Congress, Tom has introduced 20 bills, 4 resolutions, and has cosponsored 405 pieces of legislation.
Legislation introduced by Tom this term includes:
- Responsible Firearms Marketing Act: Cracks down on irresponsible advertising and marketing practices used by the gun industry
- Protecting Americans from Dangerous Algorithms Act: Holds large social media platforms accountable for their algorithmic amplification of harmful, radicalizing content that leads to offline violence.
- Bombing Prevention Act of 2022: Protects our critical infrastructure, houses of worship, and schools from bomb threats and attacks. The House passed the bill in May.
- Asset Seizure for Ukraine Reconstruction Act: Encourages the confiscation of any property – including luxury villas, yachts, and airplanes – valued over $2 million from Russian oligarchs sanctioned by the U.S. government and uses the funds to benefit the Ukrainian people. The House passed the bill in April.
- ENABLERS Act: Closes loopholes that criminals and kleptocrats from around the world use to launder money in the United States. The bill passed as part of the House 2023 National Defense Authorization Act.
Additional legislation championed by Tom includes:
- America COMPETES Act: Enhances America's economic and global competitiveness. The bill includes the CHIPS Act, which passed the House last month, as well as major provisions authored by Rep. Malinowski to strengthen U.S. supply chains and spur domestic manufacturing of critical goods to grow the U.S. economy and enhance America's national security.
- Bipartisan Safer Communities Act: The first gun violence prevention bill Congress has enacted in decades strengthens the background check system, improves school safety, and invests in mental health programs.
- Women’s Health Protection Act: Restores a woman's right to choose nationwide and protects a healthcare provider’s ability to provide abortion services.
The 117th Congress: As the 117th Congress continues, Tom remains committed to fighting for the priorities of New Jersey's 7th district. These priorities include:
- Lowering the price of gas and everyday goods by pressing oil companies to restart production and reopen refineries, and by demanding countries like Saudi Arabia produce more oil, while accelerating the transition to cheaper, cleaner American energy.
- Codifying the rights and freedoms the Supreme Court is no longer willing to protect, including a woman’s right to choose, access to contraceptives, and the freedom to marry.
- Spurring domestic manufacturing of critical technologies like microchips, batteries, and solar panels.
- Speeding up the timeline of the Gateway Project for New Jersey commuters, which was fully funded through the Infrastructure Investment and Jobs Act
- Protecting our communities from gun violence by banning the sale and transfer of assault rifles or at least raising the age for purchase.
- Continuing his work to hold large social media platforms accountable for their algorithmic amplification of harmful, radicalizing content
- Supporting the resources law enforcement needs to effectively combat crime and the national rise in domestic terrorism.
