Freedom of expression is paramount. But when artists’ works are used against them, it creates a chilling effect and stifles free expression. We’ve seen artists face prosecution nearly 500 times where their lyrics have been used as evidence against them in court.

That’s why I introduced the Restoring Artistic Protection (RAP) Act, to ensure that people cannot be prosecuted because of the art they create. Think of all the great artists who would have been silenced if their lyrics were used as some sort of evidence against them.

Johnny Cash: “I shot a man in Reno…”

Bob Marley:  “I shot the sheriff…”

Joe Walsh: “My Maserati does 185…”

Taylor Swift: “No body, no crime, I wasn’t letting up until the day he died.”

And John, this extends beyond music. Authors, screenwriters, visual artists – they will all be affected if artistic freedom can lead to prosecution. That’s no kind of freedom at all.
