Washington, D.C. Look Ahead
|
|
Last week, the U.S. House of Representatives wrapped up its third session week for the month of July. The month of August is designated as a district work period where no votes take place in Washington, D.C. so that members of the House can spend time in their districts. I am looking forward to visiting with Kansans across the Big First District over the next couple of weeks. Please watch my social media and emails for information about upcoming meetings or events near you.
Over the past year and a half, my Republican colleagues and I have worked to form the key pillars of our Commitment to America. These four pillars focus on:
- An economy that is strong.
- A government that is accountable.
As your member of Congress, I am committed to upholding these pillars, preserving our nation for future generations, and helping you in any way that I can. If you are in need of assistance or would like to share a question or comment, please contact my office or visit my website a Mann.House.Gov.

Protecting the Second Amendment
|
|
In a brazen attempt to force their unconstitutional assault weapons ban through the House, Washington Democrats waived long-standing prohibitions against considering a rule on the same day it is reported, leaving little time to review H.R. 1808, the Assault Weapons Ban of 2022, and its dire impacts on our nation. The bill would prohibit the sale of the types of firearms that 25 million Americans already own and use for self-defense. The bill would also mandate universal background checks, making even a temporary loan of a firearm a felony.
Make no mistake: this legislation is not a path toward public safety, but a misguided, partisan idea that will make our country less safe for law-abiding citizens and put innocent people at risk. The disregard for proper procedure, on top of the already overreaching legislation, is a direct threat to our rights and an affront to the Second Amendment.
I will always fight against any effort to diminish or weaken the rights of law-abiding Americans to own, carry, and use firearms.

H.R. 8584, the Pregnancy Resource Center Defense Act
|
|
As a pro-life member of Congress and a staunch advocate for the right to life for every American, I am proud to co-sponsor legislation that helps prepare mothers, fathers, and communities to care for babies and children. This past month, I have co-sponsored multiple pro-life bills, including being an original co-sponsor of H.R. 8584, the Pregnancy Resource Center Defense Act. After the rightful overturning of Roe v. Wade by the U.S. Supreme Court, pregnancy centers and places of worship have been under attack by pro-abortion activists. Sadly, Washington Democrats have turned a blind eye to this unprecedented violence. The Pregnancy Resource Center Defense Act will strengthen penalties for attacking pregnancy resource centers and places of worship.
Pro-life legislation that I support:
-
H.R. 8584, the Pregnancy Resource Center Defense Act
-
H. Res. 1297, Designating the week beginning November 7, 2022, as "National Pregnancy Center Week"
-
H. Res. 1233, Expressing the sense of the House of Representatives condemning the recent attacks on pro-life facilities, groups, and churches
-
H. Res. 1228, Expressing support for the Supreme Court's decision on Dobbs v. Jackson Women's Health Organization
-
H.R. 8354, the Defunding Abortion Transportation Act
-
H.R. 8263, the Protecting Life on Federal Lands Act
-
H. Res. 1216, Expressing support for the designation of June as the "Month of Life"

H.R. 842, the Access to Safe Contraception Act of 2022
|
|
Last month, House Democrats brought legislation to the House Floor that would reinforce their extreme abortion-on-demand agenda by using an overly broad definition of contraception, including abortion drugs. They used “access to women's health care” in the bill’s title as a trojan horse for their anti-life policies. I joined my Republican colleagues on an alternative bill that would safeguard access to contraceptives for Americans and removes abortion drugs from the broad definition of contraception. H.R. 8421, the Access to Safe Contraception Act of 2022 will:
- Prevent any state from banning FDA-approved contraception for use as contraception.
- Preserve conscience protections for health care providers.
- Maintain state regulation of the practice of medicine and pharmacy.

H.R. 8507, the Scope 3 Act
|
|
On March 21, 2022, the Securities and Exchange Commission (SEC) proposed a rule change to Enhance and Standardization of Climate-Related Disclosures for Investors. The proposed rule would mandate that all public companies issue extensive climate disclosures, including detailed reports for every company in their supply chain. Agricultural producers are among the largest suppliers of raw materials to public companies, almost every farmer or rancher has products that will eventually touch a public company. It poses significant privacy, liability, and compliance concerns for Kansas farmers and ranchers. Most agricultural producers do not have the resources necessary to gather all the information required by the proposal, or the team of attorneys necessary to ensure compliance with SEC regulations.
If finalized, this rule could restrict small producers from selling their products to certain buyers and force consolidation. I co-sponsored H.R. 8507, the Scope 3 Act, which will prohibit publicly traded companies from being required to disclose or provide their green-house-gas emission or consumption information of their value chains (Scope 3 emissions) under the securities laws of the Securities Exchange Act of 1934.
This rule goes far beyond the SEC’s statutory authority, buries producers in even more onerous regulations, and infringes upon the privacy of the men and women who feed, fuel, and clothe the world.

Unveiling Amelia Earhart's Statue in Statuary Hall
|
|
One of Kansas' favorite daughters finally landed in the United States Capitol. It was a privilege to join my Kansas colleagues in honoring Amelia Earhart and the legacy she has left behind. Amelia was a self-starter, a pioneer, and a hero. She built her own runway for her life, and in so doing, she embodied the Kansas spirit.
Representing the citizens in the Big First District is an honor because Kansans, just like Amelia, know how to grab shovels and build their own runways for themselves and for their families. It’s our job in Congress to protect their basic rights to life, liberty, and the pursuit of happiness while they do that.
I’m glad to see this brave pioneer honored with a statue in Congress, and I know that it will be an inspiration for generations of Americans to come.

Economists may disagree on whether to coin this as a recession, but the facts are clear. America is experiencing back-to-back quarters of negative economic growth, and we’re in the middle of the highest level of inflation in over 40 years. Inflation has increased every month under the Biden Administration, burdening Kansas families. Now, President Biden and Washington Democrats are pushing a revived $700 Billion tax-and-spend agenda that will only add fuel to the inflation fire.
To get the economy back on track, we need to end reckless federal spending, unleash American energy production, and remove onerous government regulations that hamstring small businesses.

Taylor Maxfield, Pheasants Forever
|
Taylor Maxfield, from Oakland, Kansas, visited Washington D.C with the Pheasants Forever and Quail Forever’s National Youth Leadership Council.
During their fly-in visit to Washington D.C., the members of the National Youth Leadership Council met with members of Congress from their states. I enjoyed meeting with Taylor and hearing about her organization.

Kansas Grain and Feed Leadership Class
|
It was great meeting with Kansas Grain and Feed's Tomorrow's Agribusiness Leadership Program class. The program is an intensive leadership development, designed to teach members of Kansas Grain and Feed Association and Kansas Agribusiness Retailers Association about the state and federal legislative and regulatory process and how to be a better leader within the industry.
I value their insight into the future of agriculture and am grateful for their advocacy and leadership on behalf of our Kansas agricultural producers.

It was great visiting Ellsworth County and participating in the Legislative Coffee at Grandma’s Soda Shop in Wilson, as part of the Harvest Czech Festival. We discussed inflation, immigration, and recent votes in Congress like my vote against the Assault Weapons Ban. I value these opportunities to talk with Kansans and hear their thoughts and concerns. Thank you to Craig Freeman and Brian Boisvert from Wilson Communication for the invitation.

I'm excited to offer internships to college-age students this fall in my Manhattan, Dodge City, and Washington D.C. offices. My first job on Capitol Hill was as an intern, and it's my privilege to offer the same experience to students today. Working in a congressional office is a unique opportunity for students to learn about the impacts of public policy, the role congressional offices play in helping constituents on a daily basis, and the importance of our elected bodies.
The deadline to submit applications for the Fall 2022 semester is Friday, August 8, 2022. Applications are reviewed on a first-come basis.
