Introduced Legislation to Protect Law Enforcement from Dangerous, Chinese-Made Body Armor Greetings! I wanted to take a moment to share with you a recap on what happened this week in Texas' 22nd District and the United States House of Representatives. This Week in Washington Introduced Bipartisan Legislation to Protect Law Enforcement Officers from Dangerous, Chinese-Made Body Armor This week, I was joined by Rep. Jimmy Panetta (D-CA) to introduce H.R. 8538 - The Body Armor Safety Act of 2022. This bipartisan legislation will help protect the nation’s law enforcement officers and first responders by ensuring that no body armor for use by law enforcement can be imported into the United States unless it meets the applicable requirements and receives recognition of compliance from the Compliance Testing Program of the National Institute of Justice (NIJ). Over the last ten years, there has been an alarming amount of Chinese body armor being imported into the U.S. market and then sold to our nation’s law enforcement organizations and other first responders. Unfortunately, the ability of the NIJ to follow up on such activities is limited since they occur outside of the United States. This bill has support from the Major County Sheriffs of America (MCSA), the Police Officers Research Association of California (PORAC), and local law enforcement. This legislation would also ensure that if an individual forges, counterfeits, or falsely alters any National Institute of Justice Standard certificate, validation, mark, or any other recognition of compliance concerning any body armor, or if an individual engages in any conduct to convey false or misleading claims of compliance concerning any body armor such that recognition of compliance may reasonably be believed to have been issued by the National Institute of Justice or its Compliance Testing program, they will be fined, imprisoned for not more than five years, or both. Introduced Bill to Combat the Biden Administration’s Environmental Agenda Earlier this week, I introduced H.R. 8507 - the Scope 3 Act, a bill that would prohibit publicly traded companies from being required to disclose or provide their green-house-gas emission or consumption information of their value chains (Scope 3 emissions) under the securities laws of the Securities Exchange Act of 1934. On March 21, 2022, the Securities and Exchange Commission (SEC) proposed a rule change to Enhance and Standardization of Climate-Related Disclosures for Investors. This proposed rule would mandate extensive climate disclosures by public companies by requiring them to release their direct greenhouse gas (GHG) emissions (Scope 1) and indirect emissions from purchased electricity or other forms of energy (Scope 2). In addition, a registrant would be required to disclose greenhouse gas emissions from upstream and downstream activities in its value chain (Scope 3). This proposed rule is another example of the Biden administration significantly increasing the regulatory burden on small and medium-sized entrepreneurs, by mandating additional reporting obligations, technical challenges, and substantial financial and operational disruptions. The Biden administration has weaponized the SEC to promote Environmental, Social, and Governance (ESG) investing, and the American people will bear the brunt of this terrible decision. The National Cattlemen’s Beef Association, Texas Farm Bureau, Texas Corn Producers, Texas Cattle Feeders Association, and Texas & Southwestern Cattle Raisers Association have endorsed the bill. This academy gives high school students the opportunity to participate in a mock Congress, learn the inner workings of multiple levels of government from elected officials, and learn how they can be productive community members. Speakers included Rep. Troy Nehls, Commissioner Vincent Morales, Constable Chad Norvell, Trustee Rick Garcia, and Mayor Kevin Cole.
