New Democrat Coalition Celebrates Congressional Passage of Chips Legislation to Lower Costs, Secure Supply Chains, and Protect U.S. National and Economic Security ([link removed])
Following passage of the CHIPS and Science Act of 2022, New Democrat Coalition Chair Suzan DelBene (WA-01) released a statement celebrating Congressional passage of the legislation. Since last year, the NDC has led the charge on a bipartisan innovation bill that lowers costs, secures supply chains, and boosts American global leadership. The Coalition laid out priorities ([link removed]) for the bill at the end of last year, called for urgent action on this legislation as part of the New Dem Action Plan to Fight Inflation ([link removed]) , and endorsed
([link removed]-) the bill earlier this week.

The statement reads in part, “New Dems made this legislation a core component of our Action Plan to Fight Inflation and our Members worked tirelessly to ensure a strong final bill. New Dems are particularly excited that the bill includes NDC Chair Emeritus Kilmer’s RECOMPETE Act, a billion-dollar program that will create good paying jobs and lasting economic growth in communities that have been left behind. Chair DelBene Statement on the Inflation Reduction Act of 2022 ([link removed])
Following the announcement of the Inflation Reduction Action of 2022, Chair DelBene released the below statement:

“Since the beginning of negotiations last year, the New Democrat Coalition has pushed for a budget reconciliation bill that lowers health care and energy costs while making important investments to tackle climate change. Passing such a bill will also help our nation tackle the most urgent economic threat facing the country: inflation.

“New Dems look forward to reviewing the details of the plan and working with our colleagues in the House and the Senate to achieve these goals.”

Last week, Chair DelBene penned an op-ed in Newsweek about the negative economic impacts of the Supreme Court’s decision to overturn Roe v. Wade and the steps the private sector as well as federal and state governments must take to protect Americans’ fundamental freedoms. As New Dem Chair, a Congressional Pro-Choice Caucus leader, a former businesswoman, and a former Washington State official, Rep. House Passes Wexton Bill to Increase Funding for Childhood Cancer Research ([link removed])
The House passed Rep. Jennifer Wexton's (VA-10) bill, H.R. 623, the Gabriella Miller Kids First Research Act 2.0, which would nearly double funding for lifesaving research of treatments and cures for childhood cancer research. Wexton has championed the bill in honor of Gabriella Miller, a VA-10 constituent who passed away from an inoperable brain tumor in 2013 at age 10 and was a fierce fighter for greater funding for much-needed cancer research.

House Passes Larsen, Beyer Bill to Require National Aviation Preparedness Plan ([link removed])
The House passed H.R. 884, the National Aviation Preparedness Act bill introduced by Reps. Rick Larsen (WA-02) and Don Beyer (VA-08) to require the development of a national aviation preparedness plan for future public health emergencies. This legislation directs the Department of Transportation to work with U.S. air carriers, airports, labor unions representing frontline at-risk workers and key aviation stakeholders on a plan.

Strickland and Fletcher Introduce Legislation to Create Reproductive Health Travel Grants ([link removed])
Reps. Marilyn Strickland (WA-10) and Congresswoman Lizzie Fletcher (TX-07) introduced H.R. 8452, the Reproductive Health Travel Fund Act to provide grant assistance to those who travel to receive reproductive health care. The legislation will establish a grant program through the Department of Health and Human Services to help ease the financial burden of pregnant people traveling long distances to access safe and legal reproductive health care.

O’Halleran Introduces Legislation to Improve Medicare for Rural Communities ([link removed])
Rep. Tom O’Halleran (AZ-01) introduced H.R.8508, the Rural Physician Workforce Production Act, bipartisan legislation to improve Medicare reimbursements and enhance the structure of the Medicare GME program to bring more medical residents and doctors to rural areas. Specifically, the bill lifts the current caps on Medicare reimbursement payments to rural hospitals, allows Medicare to reimburse urban hospitals that send residents to train at rural health care facilities, and establishes a per-resident payment initiative to ensure rural hospitals have the resources they need.

Luria Introduces Legislation to Reform Federal Student Loans ([link removed])
Rep. Elaine Luria (VA-02) introduced H.R.8472, the Leveraging Opportunities for Americans Now (LOAN) Act to reform the federal student loan system and eliminate interest. Specifically, the bill replaces federal student loan with a one-time financing fee, provides borrowers with an income-based repayment plan option, incentivizes borrowers to pay off loans in advance, and requires the Secretary of Education to adjust repayment obligations in the case of extreme, unforeseen financial hardship.

Brownley Introduces Legislation to Protect Social Workers and Healthcare Professionals from Violence ([link removed])
Rep. Julia Brownley (CA-26) introduced H.R.8492, the Protecting Social Workers and Health Professionals from Workplace Violence Act to address the safety needs of social workers and health care professionals. The bicameral bill establishes a grant program within HHS to fund workplace safety programs for social, health, and human services professionals.

Beyer Introduces Legislation to Strengthen Gun Violence Prevention ([link removed])
Rep. Don Beyer (VA-08) introduced H.R.8460, the ATF Improvement and Modernization (AIM) Act to improve and modernize the ATF and protect communities from gun violence. Specifically, the legislation would remove irresponsible statutory restrictions so that the ATF can more easily work with other agencies to address violent crime, crack down on criminal gun dealers, protect the public from dangerous weapons, and make the agency more responsive to public researchers.

Casten Calls on Biden Administration to Cut Red Tape Slowing Federal Procurement of Clean Energy ([link removed])
Rep. Sean Casten (IL-06) led 24 Members of Congress in a letter calling the Biden Administration to empower the federal government to leverage all available tools to procure clean energy and cut down on its contribution to fossil fuel pollution. Specifically, the letter ([link removed]) calls for OMB to change its guidance on utility contracts by eliminating its termination clause requirements to help put carbon free electricity on level playing field with more carbon-intensive resources and combat climate change.

Kuster Leads Letter to Address Rural Health Care Staffing Shortage ([link removed])
Rep. Annie Kuster (NH-02) led a bipartisan letter ([link removed]) to the Northern Border Regional Commission (NBRC) to expand the recruitment of doctors to rural communities and address the physician staffing shortage. Specifically, Kuster urged the NBRC to implement a J-1 visa waiver program that would allow non-domestic physicians trained in the U.S. to work in high-need or medically underserved areas within the NBRC’s jurisdiction.
