96 On Life Chairman Kyle Hupfer speaks to Dan Spehler on FOX-59's
IN Focus about the special session that's underway. (July 24, 2022)
All
eyes have been on Indiana as the general assembly has convened for a
special session called by Governor Holcomb. Originally called for the
purpose of returning one billion of your tax dollars back into your
pockets due to higher-than-expected revenues, the Dobbs decision issued
last month that overturned Roe v. Wade has added the topic of life to
the legislature’s agenda.

For decades, a central tenant of our party
has been that we believe in the sanctity of life. The general assembly
has an enormous task in front of them as they work to craft legislation
to increase the protections for life here in Indiana. I join those
praying for our elected leaders as they deliberate, and for an outcome
that will have Indiana at the forefront on the protection of life.
Enjoy this week’s newsletter and share it with a friend.

Sincerely,
Chairman Kyle Hupfer
 Governor Holcomb's Week That WasSpeaking
at the Ronald Reagan Presidential Foundation & Institute's RISE Event
On Wednesday, Governor Eric Holcomb virtually joined the Reagan
Institute Summit on Education (RISE), an event hosted by the Ronald
Reagan Presidential Foundation & Institute. The theme of the event
centered around connectivity, through broadband and infrastructure, as
well as through the individual and systemic connections students need to
thrive.

“If you have the aptitude and the attitude, you can go about
as far as you want in any field, whether it be [as] a carpenter, or a
brain surgeon, or a rocket scientist.” — Gov. Holcomb

“Now more than
ever, it's not who you know, it's what you know.” — Gov. Holcomb
Celebrating the Passage of CHIPS-plus Legislation
On Wednesday,
Governor Holcomb released the following statement celebrating the
passage of the CHIPS-plus legislation by the U.S. Senate:

“The U.S.
Senate just passed once-in-a-generation legislation that invests in
American technology to keep our country safe from any and all of our
adversaries. The U.S. House of Representatives should quickly pass the
CHIPS-plus legislation to keep America in the fast lane of the
technology race and boost our country’s competitiveness globally.
"Last week, SkyWater, a major supplier of semiconductors to the
Department of Defense, in partnership with Purdue University, announced
a 600,000-square-foot semiconductor research and development production
facility in West Lafayette, Indiana. The company’s ability to make an
investment of this magnitude is reliant upon the passage of CHIPS-plus
and federal investment to boost this critical industry sector. This
exact legislation also invests in research at our great universities,
workforce programs and tech-hubs tailor-made for our state.

"If the
U.S. wants to be a leader in 21st century industries, semiconductors
must be our first objective. Members of the U.S. House should vote yes
and make this investment, which includes comprehensive oversight
responsibilities to ensure taxpayer dollars are invested wisely.”
Upon the passage of the legislation by the U.S. House, Gov. Holcomb
stated on Twitter:

"Grateful the U.S. House passed the CHIPS-plus
legislation [Senator Todd Young] championed to invest in 21st century
American technology, keep our country safe from our adversaries, keep
America in the fast lane of the technology race, & boost our country’s
competitiveness globally."
ICYMI: Op-ed: Let’s Not Wait to Send
a Billion Bucks Back to HoosiersBy Governor Eric Holcomb
July 19, 2022
When the State of Indiana officially closed our fiscal books on June
30, we collected $1.24 billion dollars more than was last forecasted,
which has created over $6 billion in reserves. In short, Indiana’s
economy continues an unprecedented growth rate, thanks to employers and
employees investing their time and talent right here at home.

You’ll
recall our Automatic Tax Refund (ATR) formula kicked in earlier this
year and the state began sending $125 to every taxpayer or $250 to those
who file jointly, starting with those the Department of Revenue could
transfer funds to electronically. Checks will be mailed for the
remaining taxpayers beginning in August only because the specific paper
supply required was delayed until then. Thank you for your patience.
But that delay could be a blessing in disguise.

 On the "Right
Path"? Sabato's Crystal Ball: House Rating Changes: More Movement
Toward Republicans Note from The Party Line: Sabato's Crystal Ball is
the latest political analyst to change the IN-01 race "Leans Democrat"
to "Toss Up."

From
[link removed] Sabato's
Crystal Ball:

"Key Points From This Article
We are making 10 House
rating changes, 9 of which benefit Republicans. Our overall best guess
at the net change in the House — a GOP gain somewhere in the 20s —
remains unchanged. We don’t see a huge impact, so far, from the Supreme
Court’s landmark abortion opinion. "While Democratic incumbents
generally outraised Republicans across the competitive districts in the
second quarter of 2022, one exception was in IN-1, where first-term
Rep. Frank Mrvan (D) was surpassed by Air Force veteran Jennifer-Ruth
Green (R). This working-class, post-industrial northwest Indiana
district has seen its Democratic lean erode in the Donald Trump era,
even though Biden still carried it by 8 points. But Democrats have been
losing ground in these kinds of districts in recent years, so we’re
calling it a Toss-up now. This district is covered by the Chicago media
market, so the ad wars could get pricey, although it may be that the
most competitive race in the Chicago media market is this one, which is
taking place across the Illinois border in Indiana."
