Week Ahead Legislation and Votes The House plans to vote on more than 40 pieces of legislation this week. Floor votes are scheduled Tuesday through Friday of this week, and I am especially monitoring legislation to extend tele-health related provisions, address wildfire risks, and more – H.R. 623 - Gabriella Miller Kids First Research Act 2.0. This bill would enhance the research on new treatments and cures for childhood cancer and other rare pediatric diseases. As a father of four, I proudly cosponsor this legislation. H.R. 4040 - Advancing Telehealth Beyond COVID–19 Act of 2022. This bill would extend telehealth flexibilities that were initially authorized during the COVID-19 public health emergency through 2024. I cosponsor more than 5 pieces of similar legislation that make several telehealth flexibilities permanent. H.R. 3962 - SECURE Notarization Act of 2022. This bill allows a notary public commissioned under state law to remotely notarize electronic records and perform notarizations for remotely located individuals. I also cosponsor this legislation and believe Kansans living and working in rural areas deserve the same access to resources as those who live in urban areas. Committees The House Veterans' Affairs Subcommittee on Oversight and Investigations will hold a hearing on Thursday titled, "Progress Made? - Ending Sexual Harassment at the Department of Veterans Affairs". Events The Kansas Congressional Delegation will host the unveiling of the Amelia Earhart statue in the Statuary Hall of the United States Capitol on Wednesday. Amelia Earhart’s statue will replace fellow Atchison native and former U.S. Senator John Ingalls as a part of the renowned collection of statues in the U.S. Capitol. She will join President Dwight D. Eisenhower, our 34th President, an Abilene native, as one of Kansas’ tribute statues. In the Office U.S. International Trade Commission rules to remove duties on Urea Ammonium Nitrate (UAN) Solution Fertilizer from Trinidad and Tobago Last week, the U.S. International Trade Commission rejected imposing final duties on urea ammonium nitrate (UAN) in its determination that anti-dumping activity surrounding UAN fertilizers in Trinidad and Tobago did not harm the U.S. fertilizer industry. This is a step in the right direction for American farmers and agricultural producers who have been laboring under skyrocketing fertilizer prices, with UAN prices at the top of the list.  With this determination, the ITC has finally responded to my three letters dating back to March, the legislation that I introduced in that same month, and my testimony before them in June – all urging reconsideration of the initial duties. I am proud to lead the charge in this effort, but the fight is far from over. I will continue to monitor the situation, and I look forward to seeing the immediate removal of duties on UAN imports from Trinidad and Tobago, which is the most immediate opportunity for a near-term, partial remedy to the high cost of fertilizer hurting U.S. farmers. Wade and returned the decision-making power to the American people. With this ruling, the Supreme Court rectified a wrong of 50 years and gave the American people the opportunity to transition into a society that embraces the inherent value of unborn life. In response to the Supreme Court's ruling, President Biden issued an Executive Order that would force radical abortion laws in every state. This order is an egregious abuse of executive power. I joined 56 of my colleagues on a letter to the President urging him to rescind this overreaching action and let the American people utilize their decision-making power on the subject of protecting unborn children through their state legislature. Click here to view the letter. Congressional FFA Caucus Briefing My Congressional FFA Caucus colleagues and I hosted nearly 150 FFA members from across the country in our nation’s capitol. As the inaugural Congressional FFA Caucus co-chair and a former chapter officer from Quinter, I’m committed to strengthening the relationships between Congress and FFA members. It was especially meaningful for me to meet with Kansas FFA members. I encouraged these Kansas FFA members and others to send me their ideas for the 2023 Farm Bill. It is imperative to hear from the next generation of agriculture to maintain a youth perspective in agriculture and nutrition policy to preserve our country's food security for generations to come. Mann.House.Gov ‌ ‌ ‌ House Agriculture Committee One of my top priorities for the 2023 Farm Bill is ensuring that we have strong crop insurance policies for our farmers. We're 14 months out from the next Farm Bill, and Kansas agricultural producers have told me they want to see us approach the crop insurance programs with a scalpel, not a sledgehammer. During a recent House Agriculture Committee’s Subcommittee on General Farm Commodities and Risk Management hearing, I asked our witnesses to share their insight on the current crop insurance program and where they believe adjustments can be made. The witness panel consisted of representatives from producer organizations and crop insurance agencies. Hearing from both agricultural producers and crop insurance professionals is critical as we move closer to the 2023 Farm Bill. In order to have a strong crop insurance program, we must acknowledge that it needs to work for both the producers and the insurance agents who are delivering the product. House Veterans' Affairs Committee H.R. 6823, the Elizabeth Dole Home and Community Based Services for Veterans and Caregivers Act of 2022 Last week, the House Veterans’ Affairs Committee held a markup on 18 bills. One of which I cosponsor, H.R. 6823, the Elizabeth Dole Home and Community Based Services for Veterans and Caregivers Act of 2022. As our veterans get older, it is important that the services they receive through the U.S. Department of Veterans Affairs (VA) are tailored to their unique needs and situations. This legislation will improve home and community-based services (HCBS) programs within the VA, including coordination between VA home care programs and other VA programs. I was excited to see the committee advance this important legislation, and I look forward to its swift passage in the full House of Representatives. Click here to learn more about the legislation. Mann.House.Gov ‌ ‌ ‌ On the House Floor Farm Bill Impact Series - 2022 Wheat Harvest Report Kansas wheat farmers are laboring under the burden of skyrocketing input costs while they work hard to keep our country fed, fueled, and clothed even in the midst of extreme, unpredictable weather conditions. The weather in Kansas can be extreme and unpredictable, which means that growing wheat in the wheat state can be a very difficult prospect sometimes. Many wheat farmers in Kansas barely even ran their combines this year; they harvested what they could, cut their losses, and moved on. That is why Farm Bill programs like crop insurance are vital to the livelihoods of our agricultural producers - and in turn the food security of our country. Crop insurance has secured our national food supply and helped generations of producers avoid bankruptcy when times get tough. In 2023, Congress must reauthorize the Farm Bill with American farm families at the front of our minds. Listen to my full remarks in the 13th installment of my Farm Bill Impact Series.
