Last week, a bipartisan group of U.S. senators led by Sens. Joe Manchin (D-W.Va.) and Susan Collins (R-Maine) finally released their long-awaited proposal to reform the antiquated Electoral Count Act of 1887 (ECA). Former President Donald Trump’s attempt to overturn the results of the 2020 presidential election underscored the ECA’s many flaws. The recently introduced S. 4573, also known as the Electoral Count Reform and Presidential Transition Improvement Act, seeks to update the ECA to prevent future attempts by a losing presidential candidate to subvert an election.
