The Cannabis Administration and Opportunity Act (CAOA) is the first comprehensive marijuana reform bill ever introduced in the Senate. It would declassify marijuana as a controlled substance and prioritize health, equity, and social justice in legalization.
Federal action is long overdue. For more than 50 years, people have been locked up and locked out of opportunities due to punitive and racially motivated marijuana enforcement. But the CAOA is an unprecedented chance to provide a new path forward.

More than 90% of U.S. adults say that marijuana should be legal for recreational or medical use. Despite that, there continue to be hundreds of thousands of arrests for marijuana every year that unfairly punish Black, Latinx, Indigenous, and low-income communities.
The CAOA would finally align federal law with public opinion. The bill also expunges marijuana convictions and allocates resources to those most harmed due to unfair, racist enforcement of failed marijuana laws.
While the CAOA is not perfect, we are working tirelessly behind the scenes with the bill’s sponsors to ensure that it delivers the justice, opportunity, and reinvestment our communities deserve, just as we did with the passage of the groundbreaking federal marijuana reform MORE Act in the House.
